Reason: In order to define the permission in accordance with Policy SWDP1 and SWDP2 of the South Worcestershire Development Plan and the National Planning Policy Framework.

| No development shall take place (including demolition, ground works, vegetation clearance) until a construction environment management plan (CEMP: Biodiversity) has been submitted to and approved in writing by the Local Planning Authority. The CEMP shall include the following:
a) implementation of strict protection measures for the root protection areas of retained trees, in accordance with BS5837:2012.
b) standard best practice construction phase pollution prevention and control measures.
c) sensitive working methods and timing to avoid direct impacts to nesting birds.
d) updated ecological surveys, where necessary, to identify shifts in the baseline ecological condition of the site.
e) a Great Crested Newt Risk Avoidance Method Statement.
The approved CEMP shall be adhered to and implemented throughout the construction period strictly in accordance with the approved details unless otherwise agreed in writing by the Local Planning Authority.
Reason: To safeguard the Local Wildlife Site in accordance with policy SWDP22 of the South Worcestershire Development Plan and the relevant aims and objectives of the National Planning Policy Framework. |
| Prior to the commencement of development hereby approved a landscape and ecological management plan (LEMP) shall be submitted to and agreed in writing by the Local Planning Authority. The content of the LEMP shall be based on the recommendations made in the Preliminary Ecological Appraisal dated January 2024 by Zebra Ecology, the Biodiversity Net Gain Plan Report dated June 2025 by Blade Ecology Ltd and the BNG Metric calculations version V3 dated 4 June 2025, by A Elliott, or any other amended BNG calculations approved by the local planning authority, and the approved Landscape Plan. It shall include the
following:
a. Details (type and location) of wildlife boxes, hibernacula and invertebrate hotel installation;
b. Pre-commencement survey details to check for badger setts
b. Description and evaluation of the features to be managed;
c. Ecological trends and constraints on site that might influence
management.
d. Aims and objectives of management;
e. Appropriate management options for achieving aims and objectives;
f. Prescriptions for management actions;
g. Preparation of a work schedule, including an annual work plan capable of
being rolled forward over a five-year period and for a minimum of 30 years
thereafter;
h. Details of the body or organisation responsible for implementation of the
plan;
i. On-going monitoring and remedial measures.
The plan shall also set out where the results of the monitoring show that conservation aims and objectives of the LEMP are not being met, how contingencies and/or remedial action identified, agreed and implemented so that the development still delivers the fully functioning biodiversity objectives of the originally approved scheme. The LEMP will be implemented in accordance with the approved details and
shall thereafter be maintained.
Reason: To ensure the development contributes to the conservation of biodiversity within the site and the wider area in accordance with policy SWDP22 of the South Worcestershire Development Plan and the relevant aims and objectives of the National Planning Policy Framework.

| The development shall not commence until a Habitat Management and Monitoring Plan (the HMMP), has been prepared in accordance with the approved Biodiversity Gain Plan, the approved landscape scheme and BNG assessments and calculations, submitted to and approved in writing by the Local Planning Authority. It shall include:
(a) a non-technical summary;
(b) the roles and responsibilities of the people or organisation(s) delivering the HMMP;
(c) the planned habitat creation and enhancement works to create or improve habitat to achieve the biodiversity net gain in accordance with the approved Biodiversity Gain Plan;
(d) the management measures to maintain habitat in accordance with the approved Biodiversity Gain Plan for a period of 30 years from the completion of development; and
(e) the monitoring methodology and frequency in respect of the created or enhanced habitat to be submitted to the local planning authority,
Notice in writing shall be given to the Council when the habitat creation and enhancement works as set out in the HMMP have been completed.
The created and enhanced habitat specified in the approved HMMP shall thereafter be managed and maintained in accordance with the approved HMMP.
Monitoring reports shall be submitted to the local planning authority in writing in accordance with the methodology and frequency specified in the approved HMMP.
The plan shall also set out where the results of the monitoring show that conservation aims and objectives of the HMMP are not being met, how contingencies and/or remedial action are identified, agreed and implemented so that the development still delivers the fully functioning biodiversity objectives of the originally approved scheme.
Reason: To ensure the development delivers a biodiversity net gain on site in accordance with Schedule 7A of the Town and Country Planning Act 1990 and SWDP22 of the South Worcestershire Development Plan, the relevant aims and objectives of the National Planning Policy Framework and the Environment Act 2021.

| No works in connection with site drainage shall commence until infiltration tests
have been carried out in accordance with BRE Digest 365, or such other guidance
as may be agreed in writing by the Local Planning Authority. The strategy shall
include the Flood Risk Assessment and Drainage strategy (12127 - FRA & Drainage
Strategy – 02) and the results of the tests shall be submitted to and agreed in writing
by the Local Planning Authority and the agreed recommendations shall be
implemented in full prior to the first use of the development hereby approved.
Reason: To ensure the proposed development does not exacerbate flood risk and deals with surface water run-off from the site in a sustainable manner, in accordance with policies SWDP28 and SWDP29 of the South Worcestershire Development Plan and the relevant aims and objectives of the National Planning Policy Framework. |
| The Development hereby approved shall not commence until an updated Construction Traffic Management Plan has been submitted to and approved in writing by the Local Planning Authority. This shall include but not be limited to:-
• Measures to ensure that vehicles leaving the site do not deposit mud or other detritus on the public highway, including wheel washing facilities.
• The hours that delivery vehicles will be permitted to arrive and depart, and arrangements for unloading and manoeuvring.
• Vehicle routing.
• Any necessary temporary traffic management arrangements.
The measures set out in the approved Plan shall be carried out and complied with in full during the construction of the development hereby approved. Site operatives' parking, material storage and the positioning of operatives' facilities shall only take place on the site in locations approved in writing by the Local Planning Authority.
Reason: To ensure the provision of adequate on-site facilities and in the interests of highway safety in accordance with Policies SWDP 4 and SWDP 21 of the South Worcestershire Development Plan and the relevant aims and objectives of the National Planning Policy Framework.

| In the event that contamination is found at any time when carrying out the approved development that was not previously identified it must be reported immediately to the Local Planning Authority. The applicant is advised to immediately seek the advice of an independent geo-environmental consultant experienced in contaminated land risk assessment, including intrusive investigations and remediation.
No further works should be undertaken in the areas of suspected contamination, other than that
work required to be carried out as part of an approved remediation scheme, unless otherwise
agreed by the Local Planning Authority, until requirements in Parts 1 to 4 below have been complied with:
Part 1. Detailed site investigation and risk assessment must be undertaken by competent
persons in accordance with the Environment Agency's 'Land Contamination: Risk Management'
guidance and a written report of the findings produced. The risk assessment must be designed
to assess the nature and extent of suspected contamination and approved by the Local Planning
Authority prior to any further development taking place.
Part 2. Where identified as necessary, a detailed remediation scheme to bring the site to a
condition suitable for the intended use by removing unacceptable risks to identified receptors
must be prepared and is subject to the approval of the Local Planning Authority in advance of
undertaking. The remediation scheme must ensure that the site will not qualify as Contaminated
Land under Part 2A Environmental Protection Act 1990 in relation to the intended use of the land
after remediation.
Part 3. The approved remediation scheme must be carried out in accordance with its terms
prior to the re-commencement of any site works in the areas of suspected contamination, other
than that work required to carry out remediation, unless otherwise agreed in writing by the Local
Planning Authority.
Part 4. Following completion of measures identified in the approved remediation scheme a
verification report that demonstrates the effectiveness of the remediation carried out must be
produced and is subject to the approval of the Local Planning Authority prior to the occupation of
any buildings on site.
Reason: To ensure that the proposed development avoids significant adverse impacts from pollution in accordance with policy SWDP31 of the South Worcestershire Development Plan and the relevant aims and objectives of the National Planning Policy Framework. |
| Prior to the first use of the development hereby permitted a scheme of landscaping shall be submitted to and approved in writing by the Local Planning Authority. The landscaping scheme shall include:-
(i) a plan(s) showing details of all existing trees and hedges on the application site. The plan should include, for each tree/hedge, the accurate position, canopy spread and species, together with an indication of any proposals for felling/pruning and any proposed changes in ground level, or other works to be carried out, within the canopy spread.
(ii) a plan(s) showing the layout of proposed tree, hedge and shrub planting and grass areas in relation to Public Rights of Way.
(iii) a schedule of proposed planting - indicating species, sizes at time of planting and numbers/densities of plants.
(iv) a written specification outlining cultivation and other operations associated with plant and grass establishment.
(v) a schedule of maintenance, including watering and the control of competitive weed growth, for a minimum period of five years from first planting.
All planting and seeding/turfing shall be carried out in accordance with the approved details in the first planting and seeding/turfing seasons following the first use of the development, whichever is the sooner.
The planting shall be maintained in accordance with the approved schedule of maintenance. Any trees or plants which, within a period of five years from the completion of the planting, die, are removed or become seriously damaged or diseased shall be replaced in the next planting season with others of similar size and species.
Reason - To ensure the proposed development does not have an adverse effect on the character and appearance of the area in accordance with policies SWDP21 and SWDP25 of South Worcestershire Development Plan and the relevant aims and objectives of the National Planning Policy Framework. |
| Before the development hereby permitted is first used, details of any external lighting to be provided in association with the development shall be submitted to and approved in writing by the Local Planning Authority. The details shall include times when the external lighting will not be switched on. Only external lighting in accordance with approved details shall be provided on the application site. Notwithstanding the provisions of the Town and Country Planning (General Permitted Development) Order 2015 (or any Order revoking or re-enacting that Order with or without modification) there shall be no other external lighting provided on the application site.
Reason - To ensure the proposed development does not have an adverse effect on the character and appearance of the area in accordance with policies SWDP1, SWDP21 and SWDP25 of South Worcestershire Development Plan and to ensure the development contributes to the conservation and enhancement of biodiversity within the site and the wider area in accordance with policy SWDP22 of the South Worcestershire Development Plan and the relevant aims and objectives of the National Planning Policy Framework. |
| Before the first use of the development hereby permitted a plan indicating the positions, design, materials and type of boundary treatment to be erected shall be submitted to and approved in writing by the local planning authority The boundary treatment shall be completed before the first use of the development hereby permitted. Development shall be carried out in accordance with the approved details.
Reason - To ensure the proposed development does not have an adverse effect on the character and appearance of the area in accordance with policies SWDP21 and SWDP25 of South Worcestershire Development Plan and the relevant aims and objectives of the National Planning Policy Framework. |
| No caravan hereby permitted shall be occupied until the vehicle parking facilities allocated to that caravan have been provided, as shown on Drawing 1345-L-D-PL-206 REv V4. Such parking facilities shall be kept clear of obstruction and retained only for the parking of vehicles in connection with the use of each caravan.
Reason: To ensure that satisfactory provision is made for the parking of vehicles off the highway at all times in accordance with Policies SWDP 4 and SWDP 21 of the South Worcestershire Development Plan and the relevant aims and objectives of the National Planning Policy Framework. |
| No caravan hereby permitted shall be occupied until sheltered and secure cycle parking to comply with the Council’s adopted highway design guide has been provided in accordance with details which shall first be submitted to and approved in writing by the Local Planning Authority and thereafter the approved cycle parking shall be kept available for the parking of bicycles only.
Reason - To comply with the Council’s parking standards
and promote sustainable forms of travel in accordance with Policy SWDP 4 of the South Worcestershire Development Plan and the relevant aims and objectives of the National Planning Policy Framework. |
| The development hereby permitted shall be carried out in strict accordance with the recommendations set out in the Preliminary Ecological Report carried out by Zebra Ecology, ref, ZEL_582 dated January 2024 and submitted with this application. In particular:
- the planting of native tree and local variety fruit tree species as part of the required landscaping scheme.
- the planting of scrub pockets, particularly along the woodland edge.
- Hibernacula and invertebrate hotel installation.
- Installation of bat boxes within mature trees across the site.
- Installation of bird boxes in mature trees or boxes such as sparrow terraces on the proposed units.
Reason: To ensure the development contributes to the conservation and enhancement of biodiversity within the site and the wider area in accordance with policy SWDP22 of the South Worcestershire Development Plan and the relevant aims and objectives of the National Planning Policy Framework. |
| The development shall be implemented and occupied in accordance with the following:
i. The caravan lodges shall be occupied for holiday purposes only;
ii. The caravan lodges shall not be occupied as a person’s sole, or main place of residence;
iii. The owners/operators shall maintain an up-to-date register of the names of all owners/occupiers of individual holiday lodges on the site, and of their main home addresses and shall make this information available at all reasonable times to the Local Planning Authority. The register shall be collected by the caravan site licence holder or his/her nominated person.
iv. There shall be no more than seventeen caravans on the application site at any one time.
Reason: To prevent the permanent residential occupation of the application site which would be contrary to policy SWDP2, where new residential development is unacceptable in principle, to define the permission under policy SWDP36 of the South Worcestershire Development Plan and the relevant aims and objectives of the National Planning Policy Framework.

| Prior to the first use of the development hereby permitted, the details set out in the submitted Water Management Statement, shall be fully implemented and remain thereafter.
This shall include the construction of all hardstanding areas with permeable surfacing materials.
Reason: To ensure that an appropriate sustainable drainage system is provided to serve the development in accordance with policy SWDP29 of the South Worcestershire Development Plan 2016 and the relevant aims and objectives of the National Planning Policy Framework. |

The development shall be carried out using the Willerby model with the cladding colours confined to the Canexel range with dark grey felt roofing.
Reason - To ensure that the new materials are in keeping with the surroundings and/or represent quality design in accordance with policy SWDP21 of the South Worcestershire Development Plan and the relevant aims and objectives of the National Planning Policy Framework.

| The proposed development is adjacent to a PROW, footpath Hill and Moor 528. If public safety requires a temporary closure or diversion of the PROW during construction the appropriate application should be made to the Public Rights of Way Mapping Team at Worcestershire County Council at least 6 weeks prior to the earliest requested closure date.
The applicant is advised of the following obligations in respect of the PROW:
- The safety of the public using the right of way is to be ensured at all times.
- No disturbance of, or change to, the surface of the path or part thereof is carried out without written consent of the Highway Authority.
- No diminution is made in the width of the right of way available for use by the public.
- No additional barriers are placed across the right of way. No stile, gate, fence or other structure should be created on or across the public right of way without written consent of the Highway Authority.
- Building materials and equipment associated with the development must not be stored on the right of way and work undertaken to carry out the development should not obstruct the footpath/bridleway at any time.
- The surface of the public right of way is not disturbed.
- Vehicle movements and parking must be arranged so as not to interfere with the public's use of the right of way. |
| The applicant should be aware that polluting the nearby watercourse, for instance by
allowing the discharge of sediment rich runoff from the construction site, might
constitute an environmental offence. The applicant is expected to fully assess the
risks from all pollution sources and pathways and take sufficient precautionary
measures to mitigate these risks for this development.

| Positive and Proactive Statement. In dealing with this application, the Council has worked with the applicant in the following ways:- seeking further information following receipt of the application;- seeking amendments to the proposed development following receipt of the application;
and considering the imposition of conditions.
