| Future occupants of the site would not have access to a choice of travel modes with access to education, health, retail and other local amenities and would be heavily dependent on private car use, resulting in a poor connection between people and places and a poorly integrated development. As such the proposal would be contrary to policies SWDP4 and SWDP2 of the South Worcestershire Development Plan, 2016 and the sustainability objectives of the National Planning Policy Framework, including Paragraph 114. |
| Under the terms of adopted South Worcestershire Development Plan policy SWDP15, permission should only be granted if a planning contribution towards affordable housing (or, if appropriate, on site provision) is secured. However, in this case no such contribution towards/provision of affordable housing has been secured. As such the proposal would be contrary to Planning Policy SWDP15 of the South Worcestershire Development Plan (2016) and guidance in the Council's Developer Contributions SPG and Affordable Housing SPG, as well as guidance contained in the National Planning Policy Framework. |
| Whilst the SWDP policies concerning the provision of housing are considered to be out of date and consequently Paragraph 11d of the National Planning Policy Framework (the tilted balance) is engaged, the scheme would cause significant and demonstrable harm that would not be outweighed by the benefits of the proposal. As such the proposal would not constitute sustainable development contry to the overall aims and objectives of the NPPF and South Worcestershire Development Plan policies SWDP1 and SWDP2. |
| The proposal fails to demonstrate safe unobstructed visibility splays at the proposed access point onto the A4133. As such, it is not considered that the access can be deemed acceptable and the proposal is therefore contrary to Policies SWDP 4 and SWDP 21 and Paragraph 114 b) of the National Planning Policy Framework. |
