| No building above slab level shall commence until details of the materials to be used in the construction of the external surfaces of the buildings hereby permitted have been submitted to and approved in writing by the local planning authority. The details to be submitted shall include:-
- type, colour, texture, size, of brickwork;
- type, colour, texture, size and design of roofing materials;
- detailed specification of the cladding showing the dimensions, profile and a description of the finish to be applied to the cladding
- details of external doors/openings including information on finish
-boundary treatments
The development shall be carried out using the materials as approved.
Reason : To ensure that the new materials are in keeping with the surroundings and/or represent quality design in accordance with policy SWDP21 of the South Worcestershire Development Plan, 2016.

| No development shall take place, including any works of until a Construction Environment Management Plan has been submitted to and approved in writing by the Local Planning Authority. The approved statement shall be adhered to throughout the construction period. The statement shall provide for:
i. The parking of vehicles of site operatives and visitors within the application site.
ii. Loading and unloading of plant and materials within the application site.
iii. Storage of plant and materials within the application site.
iv. Measures to ensure that vehicles leaving the site do not deposit mud or other detritus on the highway.
v. Measures to control the emission of dust and dirt during construction
vi. Responsible persons and lines of communication.
vii. The hours that delivery vehicles will be permitted to arrive and depart, and arrangements for unloading and manoeuvring.
Reason: To ensure the provision of adequate on-site facilities in the interests of highway safety in accordance with Policy SWDP4 and SWDP21 of the South Worcestershire Development Plan, 2016 and the Worcestershire County Council Streetscape Design Guide, July 2022.

| Prior to the excavation of any material in connection with the development hereby approved, details of locations on the application site where the excavated material will be deposited as well as depth of excavated materials compared to existing land levels, shall be submitted to and approved in writing by the Local Planning Authority. The development shall be carried out in accordance with the approved scheme.
Reason: To ensure the proposed development does not have an adverse effect on the character and appearance of the area in accordance with policies SWDP21 and SWDP25 of South Worcestershire Development Plan, 2016. |
| Prior to the commencement of construction works on the development hereby permitted, a topographical survey of the application site shall be submitted to the Local Planning Authority, together with proposed land levels and finished floor levels for each dwelling. In the event that excavation works are required for site levelling, details of these shall be provided, including details of where excess soil will be deposited or how it will be transported off the site. Development shall be carried out in accordance with the approved details.
Reason: To ensure the proposed development represents high quality design and does not have an adverse effect on the character and appearance of the area or on the amenity of neighbouring properties in accordance with policies SWDP21 and SWDP25 of South Worcestershire Development Plan, 2016.

| The development shall not commence until a Habitat Management and Monitoring Plan (the HMMP), has been prepared in accordance with the approved Biodiversity Gain Plan, submitted to and approved in writing by the Local Planning Authority. It shall include:
i. a non-technical summary;
ii. the roles and responsibilities of the people or organisation(s) delivering the HMMP;
iii. the planned habitat creation and enhancement works to create or improve habitat to achieve the biodiversity net gain in accordance with the approved Biodiversity Gain Plan;
iv. the management measures to maintain habitat in accordance with the approved Biodiversity Gain Plan for a period of 30 years from the completion of development; and
v. the monitoring methodology and frequency in respect of the created or enhanced habitat to be submitted to the local planning authority,
Notice in writing shall be given to the Council when the habitat creation and enhancement works as set out in the HMMP have been completed.
The created and enhanced habitat specified in the approved HMMP shall thereafter be managed and maintained in accordance with the approved HMMP.
Monitoring reports shall be submitted to the local planning authority in writing in accordance with the methodology and frequency specified in the approved HMMP.
The plan shall also set out where the results of the monitoring show that conservation aims and objectives of the HMMP are not being met, how contingencies and/or remedial action are identified, agreed and implemented so that the development still delivers the fully functioning biodiversity objectives of the originally approved scheme.
Reason: To ensure the development delivers a biodiversity net gain on site in accordance with Schedule 7A of the Town and Country Planning Act 1990 and SWDP22 of the South Worcestershire Development Plan, 2016.

| Before the first occupation of the resultant dwellinghouse hereby permitted, a scheme of landscaping shall be submitted to and approved in writing by the Local Planning Authority. This landscape scheme shall also provide for maximum biodiversity design. The landscaping scheme shall include:-
i. a plan(s) showing details of all existing trees and hedges on the application site. The plan should include, for each hedge, the accurate position and species,
ii. a plan(s) showing the layout of proposed tree, hedge and shrub planting and grass areas.
iii. a schedule of proposed planting - indicating species, sizes at time of planting and numbers/densities of plants.
iv. a written specification outlining cultivation and other operations associated with plant and grass establishment.
v. a schedule of maintenance, including watering and the control of competitive weed growth, for a minimum period of five years from first planting.
All planting and seeding/turfing shall be carried out in accordance with the approved details in the first planting and seeding/turfing seasons following the completion or first occupation/use of the development, whichever is the sooner.
The planting shall be maintained in accordance with the approved schedule of maintenance. Any trees or plants which, within a period of five years from the completion of the planting, die, are removed or become seriously damaged or diseased shall be replaced in the next planting season with others of similar size and species.
Reason: To ensure the proposed development does not have an adverse effect on the character and appearance of the area and to provide biodiversity enhancements in accordance with policies SWDP21, SWDP 22 and SWDP25 of South Worcestershire Development Plan, 2016.

| Temporary fencing for the protection of all retained trees/hedges on site and trees outside the site whose Root Protection Areas fall within the site shall be erected in accordance with BS 5837:2012 (Trees in Relation to Design, Demolition and Construction) before development of any type commences, including site clearance, demolition, materials delivery, vehicular movement and erection of site huts.
Any alternative fencing type or position not strictly in accordance with BS 5837 (2012) must be agreed in writing by the local planning authority prior to the commencement of development.
This protective fencing shall remain in place until the completion of development or unless otherwise agreed in writing with the local planning authority. Nothing should be stored or placed (including soil), nor shall any ground levels altered, within the fenced area without the previous written consent of the local planning authority. There shall be no burning of any material within 10 metres of the extent of the canopy of any retained tree/hedge.
Reason - To prevent existing trees/hedges from being damaged during construction work and to preserve the amenities of the locality. This is in accordance with policies SWDP21 and SWDP25 of the South Worcestershire Development Plan. |
| The approved Biodiversity Gain Plan shall be implemented in accordance with the details and timescale agreed within the Plan and maintained thereafter in accordance with the approved Habitat Management and Monitoring Plan (HMMP).
Reason: To ensure that the proposed development delivers a biodiversity net gain in accordance with Schedule 7A of the Town and Country Planning Act 1990 and SWDP22 of the South Worcestershire Development Plan, 2016.

| The development hereby permitted shall not be occupied/first used until full details of all foul and surface water drainage systems to serve the development have been submitted to and approved in writing by the Local Planning Authority. The approved drainage works shall be implemented in accordance with the approved details before the first occupation/use of the development hereby permitted and shall be retained thereafter.
Reason: To ensure development would not result in unacceptable risk of pollution or harm to the environment and to ensure the proposed development does not exacerbate flood risk and deals with surface water run-off from the site in a sustainable manner, in accordance with policies SWDP28, SWDP29 and SWDP 30 of the South Worcestershire Development Plan. |
| The dwellings hereby approved shall not be occupied until the shared driveway, individual accesses, parking and turning facilities have been provided as shown on drawing reference 8576-XX-XX-DR-A-004 entitled ‘Site Plan’ together with the plan reference W/27/65-1002 entitled ‘Hard Standing’. These areas shall thereafter be retained and kept available for their respective approved uses at all times.
Reason: In the interests of highway safety and to ensure adequate parking to comply with Policy SWDP4 and SWDP421 of the South Worcestershire Development Plan, 2016 and the Worcestershire County Council Streetscape Design Guide, July 2022.

| The resultant dwellinghouse hereby approved shall not be first occupied until sheltered and secure cycle parking to comply with the Council’s adopted highway design guide and thereafter the approved cycle parking shall be kept available for the parking of bicycles only.
Reason: To encourage sustainable travel and healthy communities in accordance with Policies SWDP4 and SWDP21 of the South Worcestershire Development Plan, 2016 and to comply with the standards of the Worcestershire County Council Streetscape Design Guide, July 2022.

| Prior to the occupation of any part of the development hereby permitted details of renewable or low carbon energy generating facilities to be incorporated as part of the development shall be submitted to and approved in writing by the local planning authority. The details shall demonstrate that at least 10% of the predicted energy requirements of the development will be met through the use of renewable/low carbon energy generating facilities. The approved facilities shall be provided prior to any part of the development hereby permitted being first occupied or in accordance with a timetable submitted to and approved by the local planning authority as part of the details required by this condition.
Reason: To ensure the proposed development includes sufficient renewable/low carbon energy generating facilities to comply with Policy 27 of the South Worcestershire Development Plan 2016. |
| The development shall be carried out in accordance with those recommendations set out within Ecological Mitigation and Enhancement (Protected Species) July 2024 Focus Environmental Consultants.
Reason: To ensure the development contributes to the conservation and enhancement of biodiversity within the site and safeguard Protected Species in accordance with policy SWDP22 of the South Worcestershire Development Plan, 2016.

The window to serve the ensuite on the upper-floor south elevation of Plots 1 and 2 together with the lower-level west elevation window indicated to serve an ensuite together with the upper east indicated to serve a W.C of Plot 3 shall be fitted with Pilkington Level 4 obscured glazing or equivalent and shall be permanently retained in that condition thereafter.
Reason: to protect the privacy of future occupants in accordance with Policy SWDP21 of the South Worcestershire Development Plan, 2016.

| Notwithstanding the provisions of the Town and Country Planning (General Permitted Development) (England) Order 2015 (or any order revoking or re-enacting that order), no development (as defined by Section 55 of the Town and Country Planning Act 1990) as may otherwise be permitted by virtue of Class A, Class B, Class C or Class E of Part 1, Schedule 2 of the Order or Classes A or B of Part 2, Schedule 2 of the Order shall be carried out on the dwellinghouses hereby permitted.
Reason: To ensure that visual amenity within the landscape neighbour amenity and setting of the Conservation Area is safeguarded in accordance with Policies SWDP4, SWDP21, SWDP24 and SWDP25 of the South Worcestershire Development Plan, 2016.

| Prior to installation details of the external lighting scheme together with a lighting contour plan that demonstrates there will be minimal impact on receptor habitats any bat roost features or bat flight routes, shall be submitted to and approved in writing by the Local Planning Authority. The lighting should be designed in accordance with Bat Conservation Trust / Institution of Lighting Professionals Guidance Note 08/18 Bats and artificial lighting in the UK.
Reason: To safeguard protected species in accordance with Policy SWDP22 of the South Worcestershire Development Plan, 2016 together with Wildlife and Countryside Act 1981 and Conservation of Habitats and Species Regulations 2017

| Positive and Proactive Statement. No problems have arisen in dealing with this application. The planning application sought an acceptable form of development consistent with the requirements of relevant policies and material considerations. No amendments or alterations were therefore required and no further positive or proactive action was deemed necessary. |
