| The application site lies outside of defined development boundary within open countryside. The proposed land use would fail to safeguard and (wherever possible) enhance the open countryside contrary to the strategic objectives of Policy SWDP2 (Development Strategy and Settlement Hierarchy) specifically Part A iii. within the South Worcestershire Development Plan, 2016. This identified harm would significantly and demonstrably outweigh the benefits of the proposal and also be contrary to the relevant aims and objectives of the National Planning Policy Framework. |
| The proposed development would result in an adverse impact on the character of the landscape by reason of the location and land use, as it would present as backland development with an inevitable incongruous relationship with the prevailing pattern of development along Leamington Road and would fail to preserve the character of the landscape setting within a designated National Landscape (previously named Area of Outstanding Natural Beauty). The proposal would therefore be contrary to Policies SWDP 21, SWDP 23 and SWDP 25 of the South Worcestershire Development Plan together with the National Planning Policy Framework, in particular, Paragraphs 180 and 182. |

| Positive and Proactive Statement. In dealing with this application, the Council has worked with the applicant in the following ways:- - considering the imposition of conditions. In such ways the Council has demonstrated a positive and proactive manner in seeking solutions to problems arising in relation to the planning application. This is in accordance with paragraph 38 of the NPPF. Despite these efforts, the Council still consider that planning permission should be refused for the reasons set out above. |
