| The development hereby permitted shall be begun before the expiration of three years from the date of this permission.
Reason: To conform with the requirements of Section 91 of the Town and Country Planning Act 1990 as amended by Section 51 of the Planning and Compulsory Purchase Act 2004. |
| Unless where required or allowed by other conditions attached to this permission/consent, the development hereby approved shall be carried out in accordance with the information (including details on the proposed materials) provided on the application form and the following plans/drawings/documents – Location Plan ; 2386-B1 Rev C Proposed Floor and Elevation Plans ; 2386-B4 Rev C Proposed Block Plan ; 2386-B2 Rev C Proposed Site Plan
Reason: To define the permission in accordance with Policy SWDP1 and SWDP2 of the South Worcestershire Development Plan and the National Planning Policy Framework. |
| The development hereby permitted shall not be occupied/first used until full details of all foul and surface water drainage systems to serve the development have been submitted to and approved in writing by the Local Planning Authority. The approved drainage works shall be implemented in accordance with the approved details before the first occupation/use of the development hereby permitted and shall be retained thereafter.
Reason: To ensure development would not result in unacceptable risk of pollution or harm to the environment and to ensure the proposed development does not exacerbate flood risk and deals with surface water run-off from the site in a sustainable manner, in accordance with policies SWDP28, SWDP29 and SWDP 30 of the South Worcestershire Development Plan. |
| The development hereby permitted shall be carried out in strict accordance with the recommendations set out in the 2024 Updated Bat Survey Report for
Brockington Cottage, carried out by Cotswold Wildlife Surveys dated September 2022 and September 2024 and submitted with this application. In particular:
A licence from Natural England will be required.
Mitigation measures will include a ‘toolbox talk’ by a Registered Consultant (RC) to contractors about bats and what to do if one is unexpectedly encountered
A pre-works inspection of the roof void and the southwest window casement by the RC, supervision of the destructive roof works by the RC, the latter undertaken by hand
The provision of a Harlech bat box on a tree in the garden in which to relocate a bat if one is discovered before or during demolition. The box will be retained in position for a minimum of five years.
Reason: To ensure the development contributes to the conservation and enhancement of biodiversity within the site and the wider area in accordance with policy SWDP22 of the South Worcestershire Development Plan. |
| Unless indicated on the approved Site Plan (2386-B2 Rev A) to be removed, all existing trees and hedges on the application site, or branches from trees on adjacent land that overhang the application site, shall be retained and shall not be felled or pruned or otherwise removed. If any retained tree/hedge is removed, uprooted or destroyed or dies, replacement planting shall be carried out in the first available planting season, in accordance with details to be approved in writing by the local planning authority.
Reason – To preserve the visual amenities of the surrounding natural and built environment. This is in accordance with policies SWDP21 and SWDP25 of the South Worcestershire Development Plan. |
| Prior to their installation, details of the materials to be used in the construction of the external surfaces of the dwellinghouse extensions hereby permitted have been submitted to and approved in writing by the local planning authority. The details to be submitted shall include:-
- type, colour, texture, size, coursing, finish, jointing and pointing of brickwork
- type, colour, texture, size and design of roofing materials;
- a precise specification of the proposed external render – including any decorative panels or patterns
- external joinery details along with architectural details of the proposed external finishes, heads, sills, position in wall reveal and any surrounding dressings (elevational drawings at a minimum scale of 1:20 and vertical sectional drawings at minimum scale of 1:2)
- details of external doors including information on finish;
The development shall be carried out using the materials as approved.
Reason - To protect, conserve and enhance the significance of heritage assets and to ensure that the new materials are in keeping with the surroundings and represent quality design in accordance with policies SWDP 6, SWDP21 and SWDP24 of the South Worcestershire Development Plan. |
| Positive and Proactive Statement. In dealing with this application, the Council has worked with the applicant in the following ways:- providing pre-application advice;
- considering the imposition of conditions. In such ways the Council has demonstrated a positive and proactive manner in seeking solutions to problems arising in relation to the planning application. |
| (A) No development shall take place until a programme of archaeological work, including a
Written Scheme of Investigation, has been submitted to and approved by the local planning
authority in writing. The scheme shall include an assessment of significance and research
questions; and:
1) The programme and methodology of site investigation and recording.
2) The programme for post investigation assessment.
3) Provision to be made for analysis of the site investigation and recording.
4) Provision to be made for publication and dissemination of the analysis and records of the
site investigation.
5) Provision to be made for archive deposition of the analysis and records of the site
investigation.
6) Nomination of a competent person or persons/organisation to undertake the works set out
within the Written Scheme of Investigation.
(B) The development shall not be occupied until the site investigation and post investigation
assessment has been completed in accordance with the programme set out in the Written
Scheme of Investigation approved under condition (A) and the provision made for analysis,
publication and dissemination of results and archive deposition has been secured.
Reason: In accordance with the requirements of paragraphs 200 and 211 of the National
Planning Policy Framework 2012 (as amended) and SWDP 6 & 24 of the South
Worcestershire Development Plan 2016. |
| A fee is chargeable for the provision of archaeological curatorial services. The service includes advice and liaison throughout the archaeological works, including the provision of a brief (if requested), checking the Written Scheme of Investigation for compliance with local and national standards, monitoring fieldwork and ensuring any archaeological reports generated by the project are acceptable. The Archaeology and Planning Advisor will be happy
to offer advice on all stages of the proceedings. Additional site visits will be chargeable at £60 per visit if required if it is considered that breaches of condition have taken place or when other situations arise that require a visit additional to the usual service. As this scheme is considered to be a small-scale development of less than 1-ha the fee for curatorial services will be £140.00 (Inc VAT). |
