Condition Details / Information Notes
The works to which this Listed Building Consent relates must be commenced before the expiration of three years beginning with the date of this consent. Reason: To conform with the requirements of Section 18 of the Planning (Listed Buildings and Conservation Areas) Act 1990 as amended by Section 51 of the Planning and Compulsory Purchase Act 2004.
Unless where required or allowed by other conditions attached to this permission/consent, the development hereby approved shall be carried out in accordance with the information (including details on the proposed materials) provided on the application form and the following plans/drawings/documents – HP010224 Site Location 277 RCH XX XX DG S 0100 P02 Structural Deck Replacement GA and Details Planning Statement - Harrison Pick, dated August 2024, author Sam Harrison Structural Condition Survey - Capstone Consulting Engineers, dated May 2023, author John Ruddy Heritage Assessment - RDA Rock Davidson Associates, dated January 2024, authors Louisa Davidson and Jacob Rock. Reason: To define the permission in accordance with Policy SWDP1 and SWDP2 of the South Worcestershire Development Plan and the National Planning Policy Framework.
No building operations to the abutment walls hereby permitted shall commence until details of the materials to be used in the restoration of the external surfaces of the abutment walls hereby permitted have been submitted to and approved in writing by the local planning authority. The details to be submitted shall include:- type, colour, texture, size, coursing, finish, jointing and pointing of brickwork/stonework; - type of mortar. The development shall be carried out using the materials as approved. Reason: To protect, conserve and enhance the significance of heritage assets and to ensure that the new materials are in keeping with the surroundings and/or represent quality design in accordance with policies SWDP 6, SWDP21 and SWDP24 of the South Worcestershire Development Plan.
Prior to works commencing to raise the west railings from the River Severn, a method statement must be submitted for agreement in writing. This must include provision of a safe location for the railings for work to be carried out prior to reinstatement. Reason: To protect, conserve and enhance the significance of heritage assets and to ensure that the heritage fabric is protected during its restoration in accordance with policies SWDP 6, SWDP21 and SWDP24 of the South Worcestershire Development Plan.
A full Method Statement shall be submitted for approval in writing prior to de-rusting works commencing. The technique should be based on an encapsulation and extraction system as the industry standard. Details are also required concerning any subsequent resealing and this should be shown on appropriate drawings. Reason: To protect, conserve and enhance the significance of heritage assets and to ensure that the most appropriate methods are used in the restoration of the heritage asset in accordance with policies SWDP 6, SWDP21 and SWDP24 of the South Worcestershire Development Plan.
Prior to casting 13no new pattress plates, scaled drawings (1:10 or as appropriate) of the historic pattress plate must be submitted for approval in writing. The location of the existing plate should be located on an elevational drawing of the bridge (appropriate scale). Reason: To protect, conserve and enhance the significance of heritage assets and to ensure that the new materials are in keeping with the surroundings and/or represent quality design in accordance with policies SWDP 6, SWDP21 and SWDP24 of the South Worcestershire Development Plan.
Following the raising of the west railings, an Ironwork Condition Report is required carried out by an ICON accredited Ironwork Consultant/Conservator to establish the detailed requirements of all the cast iron elements and how they need to be suitably protected, including any original paint remaining in unweathered locations. This report must be submitted for approval before further ironwork should proceed. Reason: To protect, conserve and enhance the significance of heritage assets and to ensure that the new materials and works are in keeping with the surroundings and/or represent quality design in accordance with policies SWDP 6, SWDP21 and SWDP24 of the South Worcestershire Development Plan.
Notwithstanding the submitted proposal to paint the bridge black, as elements are dismantled for restoration, an historic paintwork consultant must analyse any paint or surface coating that is found. The intention is to dicover the original/historic paint colour for Bevere Bridge. The consultant's report must be submitted for agreement in writing Reason: To protect, conserve and enhance the significance of heritage assets and to ensure that the new materials are in keeping with the surroundings and/or represent quality design in accordance with policies SWDP 6, SWDP21 and SWDP24 of the South Worcestershire Development Plan.
One panel of the railings should be repaired as a template for the remaining elements. The damaged elements should be used to make up a jigsaw thus reusing as must historic fabric as possible. The jigsaw should be drawn up for the historic record at an informative scale and submitted for approval in writing. Reason: To protect, conserve and enhance the significance of heritage assets and to ensure that the new materials are in keeping with the surroundings and/or represent quality design in accordance with policies SWDP 6, SWDP21 and SWDP24 of the South Worcestershire Development Plan.
(A) No development shall take place until a programme of archaeological work, including a Written Scheme of Investigation, has been submitted to and approved by the local planning authority in writing. The scheme shall include an assessment of significance and research questions; and: 1) The programme and methodology of site investigation and recording. 2) The programme for post investigation assessment. 3) Provision to be made for analysis of the site investigation and recording. 4) Provision to be made for publication and dissemination of the analysis and records of the site investigation. 5) Provision to be made for archive deposition of the analysis and records of the site investigation. 6) Nomination of a competent person or persons/organisation to undertake the works set out within the Written Scheme of Investigation. (B) The development shall not be occupied until the site investigation and post investigation assessment has been completed in accordance with the programme set out in the Written Scheme of Investigation approved under condition (A) and the provision made for analysis, publication and dissemination of results and archive deposition has been secured. Reason: In accordance with the requirements of paragraphs 207 and 218 of the National Planning Policy Framework (as amended) and SWDP 6 & 24 of the South Worcestershire Development Plan 2016. Note: A fee is chargeable for the provision of archaeological curatorial services. The service includes advice and liaison throughout the archaeological works, including the provision of a brief (if requested), checking the Written Scheme of Investigation for compliance with local and national standards, monitoring fieldwork and ensuring any archaeological reports generated by the project are acceptable. The Archaeology and Planning Advisor will be happy to offer advice on all stages of the proceedings. Additional site visits will be chargeable at £60 per visit if required if it is considered that breaches of condition have taken place or when other situations arise that require a visit additional to the usual service. As this scheme is considered to be a small-scale development of less than 1-ha the fee for curatorial services will be £333.60 (Inc VAT).
