| The development hereby permitted shall be begun before the expiration of three years from the date of this permission.

| The development hereby permitted shall not be occupied at any time other than for purposes ancillary to the residential use of the dwelling known as Priory Forge. The Development shall be used ancillary to Priory Forge only and for no other purpose, including as holiday accommodation or short-term let. The development shall not be used for any other purpose in Use Class C or Sui Generis of the Schedule to the Town and Country Planning (Use Classes) Order 1987 (as amended),or in any provision equivalent to that Class in any statutory instrument revoking and reenacting that Order with or without modification.
REASON: To define the permission in accordance with Policy SWDP1 and SWDP2 of the South Worcestershire Development Plan and the National Planning Policy Framework. And in the interests of safe and suitable access for all, highway safety and the provision of adequate on-site car parking provision, in accordance with Policy SWDP4 of the South Worcestershire Development Plan.

| The ancillary accommodation hereby approved shall only be occupied by the dependants (dependants are defined as parents, grandparents, children, or grandchildren) of the occupiers of Priory Forge (as shown on the approved plans listed under Condition 2 of this Decision Notice).
Reason – To prevent an abuse of the planning system, and ensure appropriate definition and control of the development hereby permitted for clarity and the avoidance of doubt, to ensure the development provides ancillary residential accommodation only, and to prevent unjustified unsustainable residential development in the countryside contrary to South Worcestershire Development Plan policies SWDP1, SWDP2, SWDP16, and the relevant aims and objectives of the National Planning Policy Framework.

| The residential annexe hereby approved shall not be first occupied until sheltered and secure cycle parking to comply with the Council’s adopted cycle parking standards has been provided in accordance with details which shall first be submitted to and approved in writing by the Local Planning Authority and thereafter the approved cycle parking shall be kept available for the parking of bicycles only.
Reason: To comply with the Council’s parking standards in accordance with SWDP 4 and the aims and objectives of the National Planning Policy Framework. |
| Prior to the first use/occupation of the development hereby permitted, the details set out in the submitted Water Management Statement shall be fully implemented and remain thereafter.
Reason: To ensure that an appropriate sustainable drainage system is provided to serve the development in accordance with policy SWDP29 of the South Worcestershire Development Plan 2016. |
| Before the development hereby permitted is first occupied/used, details of any external lighting to be provided in association with the development shall be submitted to and approved in writing by the Local Planning Authority. Any lighting should be localised and directed away from hedge and tree lines. The details shall include times when the external lighting will not be switched on. Only external lighting in accordance with approved details shall be provided on the application site. Notwithstanding the provisions of the Town and Country Planning (General Permitted Development) Order 2015 (or any Order revoking or re-enacting that Order with or without modification) there shall be no other external lighting provided on the application site.
Reason: To ensure the development contributes to the conservation and enhancement of biodiversity within the site and the wider area in accordance with policy SWDP22 of the South Worcestershire Development Plan and the aims and objectives of the National Planning Policy Framework. |
| Prior to the first occupation of the conversion of the outbuilding, details of a bat roosting feature and bird nesting box shall be submitted to and approved in writing by the Local Planning Authority. The details to be submitted shall include an implementation timetable. The feature(s) shall be provided in accordance with the approved details and in accordance with the approved timetable.
Reason: To ensure the development contributes to the conservation and enhancement of biodiversity within the site and the wider area in accordance with policy SWDP22 of the South Worcestershire Development Plan. |
| In accordance with the provisions in the Town and Country Planning (Development Management Procedure) (England) Order 2015 and pursuant to paragraph 38 of the National Planning Policy Framework, where possible and feasible, either through discussions, negotiations or in the consideration and assessment of this application and the accompanying proposals, the council as the local planning authority endeavoured to work with the applicant/developer in a positive and proactive way to ensure that the approved development is
consistent with the relevant provisions in the framework. |
| Work should avoid disturbance to nesting birds. Nesting birds are protected under the 1981 Wildlife and Countryside Act and the Countryside and Rights of Way Act 2000. The main nesting season lasts approximately from March to September, so work should take place outside these dates if at all possible.
However, birds can nest at any time and the site including any buildings should ideally be checked for their presence immediately before work starts. |
| All species of bats and their roosts (whether the bats are present or not) are protected from reckless killing, disturbance or destruction under both national and European legislation. Cracks, cavities and holes in trees and buildings can provide suitable places for bats to rest or hibernate; these should be carefully inspected prior to carrying out any works. If bats are discovered during work on trees or are suspected of being present, the relevant work should be halted and Natural England (formerly English Nature) notified and further advice sought (http://www.naturalengland.org.uk/).
