Condition Details / Information Notes
The application site lies outside of defined development boundary within open countryside. The proposed land use would fail to safeguard and (wherever possible) enhance the open countryside contrary to the strategic objectives of Policy SWDP2 (Development Strategy and Settlement Hierarchy) specifically Part A iii. within the South Worcestershire Development Plan, 2016. This identified harm would significantly and demonstrably outweigh the benefits of the proposal and also be contrary to the relevant aims and objectives of the National Planning Policy Framework.
The proposal fails to integrate with the existing pattern of development in the locality and would be seen as a sporadic form of development in open countryside that would harm the appearance of the rural area, as well as the setting of the Grade II* listed Church of St Nicholas. The proposal conflicts with policies SWDP6, 21, 24 and 25 in these respects, and would not safeguard or enhance the open countryside contrary to the SWDP Development Strategy and the principles it is based upon (as set out under policy SWDP2 and the NPPF). Overall, the adverse impacts of the proposal in terms of land use and location would significantly and demonstrably outweigh the benefits of the scheme when assessed against the policies in the Framework taken as a whole and the proposed development is contrary to policies SWDP2, 6, 21, 24 and 25 of the adopted South Worcestershire Development Plan.
