Condition Details / Information Notes
These proposals would not accord nor comply with Planning Policy for Traveller Sites (PPTS) December 2024 paragraph 4 (k) which compels local planning authorities to have due regard to the protection of local amentity and local environment. An intensification of use on this site could give rise to inappriopriate levels of external lighting, unsuitable drainage, and undue pressure on the local infrastructure. The proposals would also not comply with PPTS (December 2024) Policy H paragraphs 23, 24, 26, and 27.
The application site is located outside of any defined development boundary in the rural area. The proposals would amount to an inappropriate intensification of use that would harm the landscape, character and visual amenity of the locality, which could not adequately be mitigated by a landscaping scheme. Insufficient information has been provided to accompany this application, and in addition to other factors which cannot be mitigated against, the proposals are therefore not considered to not comply with criteria (v), (vi), (vii), (vii) of SWDP17. As such, the application is not considered to be acceptable in principle in this location, being contrary to SWDP17 and thus SWDP2. An applicant’s personal circumstances should be given considerable weight in the determination of an application, however no evidence has been provided to demonstrate that the applicants needs cannot be met by an existing traveller site, and there is no compelling evidence to consider this site in particular as best suiting the needs of the applicant or their family. As such, the personal needs of the applicant do not outweigh the perceived harm resulting from the intensification of use proposals and being contrary to the aforementioned criteria of SWDP17.
By virtue of the proposed buildings scale, height, external design and siting, its' cumulative impact upon the wider landscape would not be appropriate to, or integrate with, the character of the rural landscape setting. The proposal is therefore considered to have an unacceptable visual and amenity impact upon the openness and character of the open countryside, and does not accord with the provisions of Policy SWDP25 of the adopted South Worcestershire Development Plan 2016 and the relevant aims and objectives of the National Planning Policy Framework.
