REASON: To define the permission in accordance with Policy SWDP1 and SWDP2 of the South Worcestershire Development Plan and the relevant aims and objectives of the National Planning Policy Framework. |
| (A) No development shall take place until a programme of archaeological work, including a Written Scheme of Investigation, has been submitted to and approved by the local planning authority in writing. The scheme shall include an assessment of significance and research questions; and:
1) The programme and methodology of site investigation and recording.
2) The programme for post investigation assessment.
3) Provision to be made for analysis of the site investigation and recording.
4) Provision to be made for publication and dissemination of the analysis and records of the site investigation.
5) Provision to be made for archive deposition of the analysis and records of the site investigation.
6) Nomination of a competent person or persons/organisation to undertake the works set out within the Written Scheme of Investigation.
(B) The development shall not be occupied until the site investigation and post investigation assessment has been completed in accordance with the programme set out in the Written Scheme of Investigation approved under condition (A) and the provision made for analysis, publication and dissemination of results and archive deposition has been secured.
Reason: In accordance with the requirements of paragraphs 207 and 218 of the National Planning Policy Framework (as amended) and SWDP 6 & 24 of the South Worcestershire Development Plan 2016. |
| The Development hereby approved shall not commence until a Construction Traffic Management Plan has been submitted to and approved in writing by the Local Planning Authority, in consultation with the Local Highway Authority. This shall include, but not be limited to, the following:-
• Measures to ensure that vehicles leaving the site do not deposit mud or other detritus on the public highway.
• Details of site operative parking areas, material storage areas and the location of site operatives’ facilities (offices, toilets etc).
• The hours that delivery vehicles will be permitted to arrive and depart, and arrangements for unloading and manoeuvring.
• Details of any temporary construction accesses and their reinstatement.
• Estimates of number of construction vehicles and their type, particularly HGVs and any abnormal load vehicles.
• The routes to be used by HGVs and abnormal load delivery vehicles to access the site from the Strategic Highway Network.
The measures set out in the approved Plan shall be carried out and complied with in full during the construction of the development hereby approved. Site operatives' parking, material storage and the positioning of operatives' facilities shall only take place on the site in locations approved by in writing by the Local Planning Authority.
Reason: To ensure the provision of adequate on-site facilities and in the interests of highway safety, in accordance with the South Worcestershire Development Plan and the relevant aims and objectives of the National Planning Policy Framework.

| The Development hereby approved shall not be first occupied until the access, parking and turning facilities have been provided as generally shown on drawing No. 2022/685:01/A. These areas shall, thereafter, be retained and kept available for their respective approved uses at all times.
The Development hereby approved shall not be first occupied until the existing site access has been permanently closed. The existing hard standing on the highway verge shall be removed and replaced by topsoil and grass, to the satisfaction of the Local Highway Authority.
Reason: To ensure conformity with submitted details in the interests of highway safety, in accordance with the South Worcestershire Development Plan and the relevant aims and objectives of the National Planning Policy Framework.

| The Development hereby approved shall not be first occupied until the visibility splays shown on drawing No. 2022/685.02 have been provided. The splays shall at all times be maintained free of level obstruction exceeding a height of 0.6m above the adjacent carriageway.
Reason - In the interests of highway safety in accordance with the South Worcestershire Development Plan and the relevant aims and objectives of the National Planning Policy Framework.

| The development hereby permitted shall not be occupied until full details of all foul and surface water drainage systems to serve the development have been submitted to and approved in writing by the Local Planning Authority, in consultation with the Local Highway Authority. In addition to satisfying the drainage engineers, the site arrangements must be suitable to prevent on-site surface water discharging onto neighbouring land or onto the adjacent public highway.
The approved drainage works shall be implemented in accordance with the approved details before the first occupation/use of the development hereby permitted and shall be retained thereafter.
Reason: To ensure development would not result in unacceptable risk of pollution or harm to the environment and to ensure the proposed development does not exacerbate flood risk and deals with surface water run-off from the site in a sustainable manner, in accordance with policies SWDP28, SWDP29 and SWDP 30 of the South Worcestershire Development Plan, In the interests of highway safety, and the aims and objectives of the National Planning Policy Framework.

| Holiday let arrival times and check out times including site deliveries to and from the site in connection with the development hereby approved, shall only take place outside the hours of 8:00 to 9:30 and 14:30 - 16:00 Monday to Friday during school term time.
Reason - To preserve the amenities of the locality, and in the interests of Highway Safety to avoid conflict with school drop off / collection traffic, in accordance with the South Worcestershire Development Plan and the relevant aims and objectives of the National Planning Policy Framework.

| Demolition, clearance or construction work and deliveries to and from the site in connection with the development hereby approved shall only take place between the hours of 08.00 and 18.00hrs Monday to Friday and 08.00 and 13.00hrs on a Saturday. There shall be no demolition, clearance or construction work or deliveries to and from the site on Sundays or Bank Holidays.
Reason - To preserve the amenities of the locality in accord with Policy SWDP21 of the South Worcestershire Development Plan and the relevant aims and objectives of the National Planning Policy Framework. |
| Before the commencement of development hereby permitted, a Biodiversity Net Gain (BNG) and ecological mitigation and enhancement scheme to secure the delivery and management of an improvement of 10% BNG on site, shall be submitted to and approved in writing by the local planning authority.
The scheme shall be based on the recommendations contained within the submitted Preliminary Ecological Appraisal (PEA) Ecology Report prepared by Aval Consulting Group in November 2022, and Great Crested Newt Mitigation Strategy submitted September 2025, and shall include an implementation timetable.
The works shall thereafter be carried out in accordance with the approved details and timetable, and managed in accordance with the submitted management plan.
Reason: To ensure the development contributes to the conservation and enhancement of biodiversity within the site and the wider area in accordance with policy SWDP22 of the South Worcestershire Development Plan, and in accordance with the relevant aims and objectives of the National Planning Policy Framework and Habitats Directive. |
| No development shall begin until a Construction Environment Management Plan (CEMP) has been submitted to and approved in writing by the Local Planning Authority. The CEMP shall include the following details:-
a. details to minimise the impact of noise, vibration and dust from construction, demolition and site clearance activities and the traffic associated with this development, including a scheme for vehicle wheel cleaning and other measures to ensure that vehicles leaving the site do not deposit mud or other detritus on the public highway. The CEMP shall broadly accord with BS 5228 - 1&2:2009 +A1:2014 (Code of practice for noise and vibration control on construction and open sites) and the WRS Demolition and Construction Guidance;
b. details of site operative parking areas, material storage areas and the location of site operative facilities (offices, toilets etc);
c. restrictions on burning;
d. details in relation to the prevention of pollution of waterways;
e. construction exclusion zones to prevent soil compaction in areas to be planted and remediation proposals for any soil compaction which does occur;
f. a strategy for the handling and storage of topsoil;
g. a management strategy and proposals for the minimisation of construction waste;
h. storage of materials
i) All works are to be restricted to within the mitigation fencing that is placed as far away from the ponds on the northern edge of the site as possible.
ii) During the operational construction phase of the development, all excavations must be filled in before nightfall or a ramp must be left in the trench to allow any wildlife to escape.
iii) Any gully pots within the development will be suitably designed with a stand-off from the kerb and/or use of ‘wildlife friendly’ kerbs and escape ladders to avoid entrapment of any amphibians and other wildlife passing over hard landscaped areas.
iv) Any stored materials must also be left on pallets to deter GCN from using them as temporary resting places.
h. details of any temporary construction accesses and their reinstatement;
i. a scheme of temporary signage to direct construction related traffic to enter and exit the site; and
j. a highway condition survey, timescale for re-inspections, and details of any reinstatement.
k. where the development site includes a public right of way, measures to manage and maintain safe use of the right of way by the public and avoid or minimise the need for temporary closure.
The measures set out in the approved Plan shall be carried out and complied with in full during the construction of the development hereby approved. Site operatives' parking, material storage and the positioning of operatives' facilities shall only take place on the site in locations approved in writing by the Local Planning Authority.
The CEMP should generally comply with the requirements of Worcestershire Regulatory Services Code of Best Practice for Demolition and Construction Sites 2nd Edition September 2020 and the Construction Logistics and Community Safety (CLOCS) Standard www.clocs.org.uk/clocsworks
Reason: To protect existing and new occupiers of residential areas from the unreasonable effects of noise, vibration, light and dust nuisance, to avoid and mitigate for any potential impact on protected species, minimise the risk of accidents and ensure public rights of way are kept available where possible for the duration of the construction, in accordance with Policies SWDP4, 21 and 22 of the South Worcestershire Development Plan. |
| Before the first use/occupation of the development hereby permitted a schedule of landscape maintenance has been submitted to and approved in writing by the local planning authority.
The schedule shall include details of the arrangements for its implementation, long-term design objectives, management responsibilities and maintenance schedules for all landscape areas. The approved landscape maintenance schedule shall be fully implemented.
Reason - To ensure the proposed development does not have an adverse effect on the character and appearance of the area in accordance with policies SWDP21 and SWDP25 of South Worcestershire Development Plan, and in accordance with the recommendations of the submitted Great Crested Newt Mitigation Strategy provided to meet the derogation tests of the Habitats Directive. |
| Great Crested Newts (GCN) Mitigation is required to be secured for the protection of any potential Great Crested Newts (GCN) present in the locality as follows;
1. To protect and prevent any amphibians from;
a) entering the development area and
b) dispersing into the development area during construction and operational phases of development,
exclusion fencing should be erected around the boundary of the development area. As a note: no development works should be carried out outside of the fencing zone to ensure no otherwise this will run the risk of harming amphibians that may be present outside the excluded fencing zone are harmed.
2. Retain a grassland/scrub buffer along the eastern boundary adjacent to the pond.
3. Erect temporary amphibian exclusion fencing (AEF) around active work areas prior to vegetation clearance.
4. Undertake vegetation clearance using a two-stage cut under supervision of an Ecological Clerk of Works (ECoW).
5. In order to be certain that no amphibians are present within the area of works, vegetation will be cleared from areas to ground level and topsoil disturbed by scraping back to a depth of up to 10cm where the possibility of amphibians being present remains. This will be carried out under the direct supervision of a suitably qualified ecologist where it is expected amphibians might still be present.
6. A destructive search of all areas within 5m of the development footprint, plus hand searching of any log, brash and rubble piles and including the destructive search during the removal of topsoil within the development area
7. Any potential hibernation habitat (log piles, brash piles etc) will need to be destructive searched before or after the winter months when temperatures are consistent (above 5 degrees at night) as not to disturb any hibernating amphibians.
8. Ensure excavations are covered overnight or fitted with escape ramps; cap open pipes.
9. Implement toolbox talks for all contractors; maintain stop-work protocol if GCN encountered.
10. Create new hibernacula and log/brash piles at ~25–40 m intervals within retained habitats.
11. Create a new fish-free wildlife pond within the landscaping scheme, with gently shelving margins and native planting.
12. Enhance grassland management using late summer cut-and-collect to promote species-rich sward.
13. Adopt an amphibian-sensitive lighting strategy to maintain dark corridors along the eastern edge.
14. Design SuDS/drainage features to be amphibian-friendly, including escape ramps and wildlife kerbs.
Reason: To ensure the development contributes to the conservation and enhancement of biodiversity within the site and the wider area in accordance with policy SWDP22 of the South Worcestershire Development Plan, and in accordance with the relevant aims and objectives of the National Planning Policy Framework, and the Habitats Directive.

| The holiday let unit/visitor accommodation hereby approved shall be occupied for holiday purposes only and shall not be occupied as a person or persons’ sole, or main place of residence.
Reason: The proposed unit/visitor accommodation would be situated in the open countryside, outside any defined settlement boundary where new residential development will be strictly controlled. The proposed accommodation is only acceptable as a holiday let/ tourism development in accordance with policy SWDP12 and SWDP35 of the South Worcestershire Development Plan. To grant permission without such a condition would be contrary to policy SWDP2 and/ or SWDP12 of the South Worcestershire Development Plan and the relevant aims and objectives of the National Planning Policy Framework. |
| No more than 16 lodge units as defined in the Caravan Sites and Control of Development Act 1960 and the Caravan Sites Act 1968 shall be stationed on the application site at any time.
Reason: To ensure the proposed development does not have an adverse effect on the character and appearance of the area in accordance with policies SWDP21 and SWDP25 of South Worcestershire Development Plan and the relevant aims and objectives of the National Planning Policy Framework. |
| The operators of the holiday let lodge accommodation hereby approved shall maintain an up-to-date register of the names of all occupiers of the accommodation. This register shall be made available within 1 calendar month of a written request by the Local Planning Authority.
Reason: The proposed visitor accommodation would be situated in the open countryside, outside any defined settlement boundary where new residential development will be strictly controlled. The proposed unit/accommodation is only acceptable as a holiday let/ tourism development in accordance with policy SWDP12 and/or SWDP35 of the South Worcestershire Development Plan. To grant permission without such a condition would be contrary to policy SWDP2 and/or SWDP12 of the South Worcestershire Development Plan and the relevant aims and objectives of the National Planning Policy Framework. |
| Drainage arrangements shall be provided to ensure that surface water from the site and/or vehicular turning area does not discharge onto the public highway. No drainage or effluent from the proposed development shall be allowed to discharge into any highway drain or over any part of the public highway. |
| A S184 Licence must be obtained from Highways Network Management prior to undertaking any works in relation to forming new vehicle crossings over footways and verges. |
| Note: A fee is chargeable for the provision of archaeological curatorial services. The service includes advice and liaison throughout the archaeological works, including the provision of a brief (if requested), checking the Written Scheme of Investigation for compliance with local and national standards, monitoring fieldwork and ensuring any archaeological reports generated by the project are acceptable. The Archaeology and Planning Advisor will be happy to offer advice on all stages of the proceedings. Additional site visits will be chargeable at £60 per visit if required if it is considered that breaches of condition have taken place or when other situations arise that require a visit additional to the usual service.
As this scheme is considered to be a small-scale development the fee for curatorial services will be £343.60 (Inc VAT). |
