| By virtue of the removal of the bat loft within the car port, the development would result in the loss of the mitigation measures conditioned under W/16/01614/PP. The planning application does not incorporate sufficient information to enable the Local Planning Authority to make a balanced assessment of the ecological effects of the development, in particular upon roosting bats. The application therefore fails to ensure that the development contributes to the conservation and enhancement of biodiversity within the site. The proposal is therefore contrary to policy SWDP22 of the South Worcestershire Development Plan (2016), as well as the provisions of the NPPF. |

| Positive and Proactive Statement. In dealing with this application, the Council has worked with the applicant in the following ways: - seeking further information following receipt of the application. In such ways the Council has demonstrated a positive and proactive manner in seeking solutions to problems arising in relation to the planning application. This is in accordance with paragraph 39 of the NPPF. Despite these efforts, the Council still consider that planning permission should be refused for the reasons set out above. |
