Condition Details / Information Notes
The proposed shipping containers and fencing would, by reason of their design, appearance and massing create an incongruous addition to the site which would be out of keeping with the local rural landscape character, and location which forms the setting of an AONB/ National Landscape. The storage containers and fencing are of poor design quality and out of keeping and harmful to the rural context. The proposal is therefore contrary to policies 21 and 23 of the South Worcestershire Development Plan and the relevant aims and objectives of the National Planning Policy Framework, including Paragraphs 135 and 180 specifically.
The proposed storage containers would result in an unfettered B8 land use being introduced into the open countryside, with no details providing justification nor what business the storage containers wills serve. The proposed use would not represent an expansion of an existing rural business or farm diversification and is therefore contrary to policies 8 and 12 of the South Worcestershire Development Plan and the relevant aims and objectives of the National Planning Policy Framework.

Positive and Proactive Statement. In dealing with this application, the Council has worked with the applicant in the following ways: - seeking further information following receipt of the application; In such ways the Council has demonstrated a positive and proactive manner in seeking solutions to problems arising in relation to the planning application. This is in accordance with paragraph 38 of the NPPF.  Despite these efforts, the Council still consider that planning permission should be refused for the reasons set out above.
