| By virtue of its backland nature and position in relation to other buildings and dwellings in the locality, the proposed development would be discordant with the existing core shape and built form of the nucleated cluster of development along Church Lane and Berkeley Close, failing to integrate with the existing pattern of development to the detriment of the character and appearance of the area. The proposal would fail to integrate effectively in terms of its relationship to its surrounding and other built form. The proposal would therefore fail to comply with the requirements of Policy SWDP 21 (Design) and SWDP 25 (Landscape Character) of the South Worcestershire Development Plan, 2016 together with South Worcestershire Design Guide SPD, 2018 and the relevant aims and objectives of the National Planning Policy Framework. |
| In the absence of a secure mechanism to provide a financial contribution towards the provision of off site affordable housing in accordance with policy SWDP15 of the South Worcestershire Development Plan, the proposal would conflict with SWDP15 and would fail to meet the social objectives of sustainable development as set out in the National Planning Policy Framework. |

| In dealing with the application the Council has implemented the requirement in paragraph 38 of the National Planning Policy Framework to work with the applicant in a positive and proactive way. We have made available detailed advice in the form of our statutory policies in the Development Plan, Supplementary Planning Documents, as well as offering a full pre-application advice service in order to ensure that the applicant has been given every opportunity to submit an application which is likely to be considered favourably. The Council has however been unable to seek solutions to problems arising from this application as the applicant has failed to provide a scheme that would comply with the statutory policies of the development plan and would not overcome the reasons for refusal. Despite the Council’s efforts, it is considered that planning permission should be refused for the reasons set out in the decision notice. |
