| The application fails to include evidence that the live-work accommodation would result in a genuine live-work proposition, due to the unit being designed in such a way that fails to offer a practical 'work' space that would be separate from the 'live' use accommodation. In particular, the design of the ‘work’ use unit with overtly domestic features such as domestic style doors and windows and the inclusion of ‘Bifold’ doors serving the ‘workroom’ space having direct access to and from the outdoor area that would be the only space suitable to provide a private amenity area, serving the residential part of the site, the proposal fails to comply with South Worcestershire Development Plan Policy SWDP8 G parts i) and iii). As such, the proposed unit has not been designed as a genuine live/work unit and due to being overtly domestic in design, layout and appearance, the unit has not been designed in a way to clearly separate the ‘work’ use element from the live’ use element and as such would be integrated and designed to allow the occupation of the unit as residential use only, failing to comply with the principle of Policy SWDP 8 part G and the interpretation of a live/work unit. As the proposal fails to comply with Policy SWDP8 G it does not fall within exception of Policy SWDP2 to allow development within the open countryside and as such fails to accord with policies SWDP1 and SWDP2 of the South Worcestershire Development Plan and the provisions of the National Planning Policy Framework. |
| The application site is located in the open countryside where sustainable travel choices are limited. Residents, employees and visitors would be highly reliant on the motor vehicle to get to and from the site. Furthermore, as the site is poorly related to local services, this would increase the need for journeys to be made by the private motor vehicle. As such the proposal would not be sustainable in terms of location and is contrary to Policies SWDP1, SWDP2, SWDP4 and SWDP8 of the South Worcestershire Development Plan and the provisions of the National Planning Policy Framework, Chapter 9, that require development to minimise the demand for travel and offer genuinely sustainable travel choices. |
| The siting and orientation of the proposed live/work unit that would fail to follow the linear residential pattern forming the historic urban grain of the immediate area of residential houses loosely spread along this part of the Hanbury Road within the public highway with reasonable gaps between the properties and particularly, the linear form of the directly adjacent dwellings ‘Greenacres’ and ‘Huntingdrop Cottage’ would introduce another pattern of development that would be at odds with the rural streetscene. In addition, due to the narrowness of the plot, the proposed unit would significantly reduce the visual gap between ‘Greenacres’ and ‘Huntingdrop Cottage’ and would form a cramped and visually intrusive feature that would be discordant to the rural streetscene characteristics. Overall, the proposal would not represent high quality design that would integrate effectively with its surroundings contrary to Policies SWDP21 and SWDP25 of the development plan, the Principles of the Design Guide SPD and the provisions of the National Planning Policy Framework including Section 12 of the Framework which states that new development should be of high quality design and contribute positively to making places better. |
| In addition, to refusal reason no 3, the inclusion of the proposed detached garage building, in prominent siting projecting forward of the defined building line and in close proximity within the highway would introduce an incongruous and dominate feature that would visually fill a large proportion of the existing verdant gap between the built up form of ‘Greenacres’ and ‘Huntingdrop Cottage, effectively increasing its bulk and massing. Due to the siting and orientation, the side elevation of expanse of brickwork with minimal visual relief, would present a featureless/bland appearance when viewed from important vantage points along the public highway. The proposed detached garage building would not reflect the characteristics of the rural scene, causing an incongruous, cramped and visually intrusive feature that would be discordant to the rural streetscene characteristics. Overall, the proposal would not represent high quality design that would integrate effectively with its surroundings contrary to Policies SWDP21 and SWDP25 of the development plan, the Principles of the Design Guide SPD and the provisions of the National Planning Policy Framework including Section 12 of the Framework which states that new development should be of high quality design and contribute positively to making places better. |

Due to the failure of the applicant to provide a scheme that would overcome the reasons for refusal, despite the Council’s efforts, it is considered that consent can be refused for the reasons as set out in the decision notice. |
