| The development lies in an open countryside location, outside a development boundary as defined by the South Worcestershire Development Plan and is not sustainable. The development would not minimise demand for travel, not offer genuinely sustainable travel choices and future occupiers of the development would be reliant on the use of the private car to access facilities and services, contrary to Policy SWDP 4 of the South Worcestershire Development Plan and paragraphs 109 and 114 of the National Planning Policy Framework. Additionally, the proposal would have a density of below 5 dwellings per hectare which falls significantly below the recommended standard of 30 dwellings per hectare for rural areas. The proposal would fail to comply with SWDP13. |
| The proposed development would result in adverse impact on the character of the landscape by reason of the location and land use which would result in encroachment into the countryside and introduce domestication within the rural landscape that would be uncharacteristic to the immediate area. Subsequently the introduction of built form into this rural location would adversely impact the rural and historic dispersed setting of the immediate area and would result in harmful visual intrusion into the landscape and open countryside. These identified harms would significantly and demonstrably outweigh the identified benefits of the proposal. The proposal is therefore contrary to Policies SWDP21 (Design) and SWDP25 (Landscape Character) of the South Worcestershire Development Plan, 2016 together with the objectives of the National Planning Policy Framework, 2023. |
| It is considered that the amount and land use would cause ecological harm without any clear or convincing means of this being mitigated. The development would likely have adverse effect on biodiversity and would conflict with Policy SWDP22 (Biodiversity and Geodiversity) of the South Worcestershire Development Plan, 2016 which supports the enhancement, protection and conservation of biodiversity together Paragraphs 180 and 186 of the National Planning Policy Framework, 2023. |

| In dealing with the application the Council has implemented the requirement in paragraph 38 of the National Planning Policy Framework to work with the applicant in a positive and proactive way. We have made available detailed advice in the form of our statutory policies in the Development Plan, Supplementary Planning Documents, as well as offering a full pre-application advice service in order to ensure that the applicant has been given every opportunity to submit an application which is likely to be considered favourably. The Council has however been unable to seek solutions to problems arising from this application as the applicant has failed to provide a scheme that would comply with the statutory policies of the development plan and would not overcome the reasons for refusal. Despite the Council’s efforts, it is considered that planning permission should be refused for the reasons set out in the decision notice. |
