| There is no evidence to suggest that the annexes would be an ancillary buildings as there would be no level of reliance on the host dwelling for day-to-day activities. Further, the annexes would contain all the rooms necessary for independent habitation, fail to reflect an ancillary function, and would therefore would be tantamount to the construction of new dwellings in an open countryside location where new housing is only allowed in limited circumstances. The proposals are therefore contrary to Policy SWDP 2C, Paragraphs 8.3.26 and 8.3.29 of the Council's South Worcestershire Design Guide Supplementary Planning Document (March 2018) and the relevant aims and objectives of the National Planning Policy Framework. |

| Positive and Proactive Statement. In dealing with this application, the Council has worked with the applicant in the following ways:- considering the imposition of conditions. In such ways the Council has demonstrated a positive and proactive manner in seeking solutions to problems arising in relation to the planning application. This is in accordance with paragraph 39 of the NPPF. Despite these efforts, the Council still consider that planning permission should be refused for the reasons set out above. |
