Condition Details / Information Notes
There is no evidence to suggest that the annexes would be an ancillary buildings as there would be no level of reliance on the host dwelling for day-to-day activities. Further, the annexes would contain all the rooms necessary for independent habitation, fail to reflect an ancillary function, and would therefore would be tantamount to the construction of new dwellings in an open countryside location where new housing is only allowed in limited circumstances. The proposals are therefore contrary to Policy SWDP 2C, Paragraphs 8.3.26 and 8.3.29 of the Council's South Worcestershire Design Guide Supplementary Planning Document (March 2018) and the relevant aims and objectives of the National Planning Policy Framework.
The annexes contain all the rooms necessary for independent occupation and their position in relation to each other and in relation to 'Harkaway,' would result in unacceptable overlooking, harm the residential amenities of existing and future occupiers and result in an unsatisfactory living environment, contrary to Policy SWDP 21, the Council's South Worcestershire Design Guide Supplementary Planning Document (March 2018) and the relevant aims and objectives of the National Planning Policy Framework.
The annexe buildings, by reason of their design and appearance, fail to make a positive contribution to the character of the area and would be contrary to Policy SWDP 21 of the South Worcestershire Development Plan, the Council's South Worcestershire Design Guide Supplementary Planning Document (March 2018) and the relevant aims and objectives of the National Planning Policy Framework.
