| The additional access to the site would pose and unacceptable risk to highways users along a busy section of the B4084 in close proximity to a junction to the south. The two access points would increase unacceptable manoeuvring of vehicles in and out of the site along a busy main road leading to an increased risk of collision with oncoming vehicles and pedestrians. Furthermore insufficient information has been provided to justify creation of a second access. The proposal has failed to address highway safety and would result in an unacceptable impact, contrary to Policies SWDP 4 and SWDP 21 along with Paragraphs 115 and 116 of the National Planning Policy Framework. The proposal would result in adverse impacts which would significantly and demonstrably outweigh the benefits, when assessed against the policies in this Framework taken as a whole. |

| In dealing with the application the Council has implemented the requirement in paragraph 38 of the National Planning Policy Framework to work with the applicant in a positive and proactive way. We have made available detailed advice in the form of our statutory policies in the Development Plan, Supplementary Planning Documents, as well as offering a full pre-application advice service in order to ensure that the applicant has been given every opportunity to submit an application which is likely to be considered favourably. The Council has however been unable to seek solutions to problems arising from this application as the principal of the proposal is considered contrary to our statutory policies and negotiation would not overcome the reasons for refusal. Despite the Council’s efforts, it is considered that planning permission should be refused for the reasons set out in the decision notice. |
