| The change of use of land to domestic garden would have an adverse visual impact on the rural landscape character, particularly with regard to the visual harm that can be caused by domestic paraphernalia such as garden furniture, barbecues and children’s play equipment. In addition, due to the substantial scale of the land and its enclosure along the southern boundary due to the construction of 2 metre high close boarded fencing this would cause further suburbanisation that would fundamentally alter the character and appearance of the land use and would have an unacceptable and adverse impact on the landscape character and appearance of the area. Therefore, the proposal would fail to integrate effectively with its rural surroundings and safeguard the open countryside, contrary to Policies SWDP2, SWDP21 and SWDP25 of the Development Plan (February 2016) and Policy DBWP7 of the Drakes Broughton and Wadborough with Pirton Neighbourhood Plan 2015-2030 and the provisions of the National Planning Policy Framework (Feb 24), particularly Section 12 which states that new development should be of high quality design and contribute positively to making places better. |

| In dealing with the application the Council has implemented the requirement in paragraph 39 of the National Planning Policy Framework to work with the applicant in a positive and proactive way. We have made available detailed advice in the form of our statutory policies in the Development Plan and Supplementary Planning Documents in order to ensure that the applicant has been given every opportunity to submit an application which is likely to be considered favourably. The Council has however been unable to seek solutions to problems arising from this application as the principle of the proposal is considered contrary to our statutory policies and negotiation would not overcome the reasons for refusal and despite the Council’s efforts, it is considered that planning permission should be refused for the reasons set out in the decision notice. |
