| Unless otherwise approved by conditions attached to this permission/consent, the development hereby approved shall be carried out in accordance with the following information:

Reason: To define the permission and ensure that in accordance with Policy SWDP1 and SWDP2 of the South Worcestershire Development Plan and the National Planning Policy Framework. |
| Any new brickwork and stone masonry to be used in the construction of the external surfaces hereby permitted shall match in type, colour, texture, size, coursing, jointing and pointing to those used in the existing building.
Reason: To ensure that the new materials are in keeping with the surroundings and to represent quality design in accordance with policy SWDP21 of the South Worcestershire Development Plan and the relevant aims and objectives of the National Planning Policy Framework. |
| Positive and Proactive Statement. In dealing with this application, the Council has worked with the applicant by seeking further information and amendments following receipt of the application. In such ways the Council has demonstrated a positive and proactive manner in seeking solutions to problems arising in relation to the planning application. |
| Before the commencement of the development hereby approved, details of renewable and/or low carbon energy generation measures shall be submitted to and approved in writing by the Local Planning Authority. The measures shall contribute to at least 10% of the predicted energy requirements of the development.
The details to be submitted shall include:-
the overall predicted energy requirements of the approved development;
the predicted energy generation from the proposed renewable/low carbon energy measures; and
an implementation timetable for the proposed measures.
The development shall be carried out in accordance with the approved details.
Reason: To ensure the development supports the delivery of low carbon/renewable energy and safeguards natural resources in accordance with policy SWDP27 of the South Worcestershire Development Plan and the relevant aims and objectives of the National Planning Policy Framework. |
| Before the first use/occupation of the development hereby permitted a plan indicating the positions, design, materials and type of boundary treatment to be erected shall be submitted to and approved in writing by the local planning authority. The boundary treatment shall be completed before the first use/occupation of the development hereby permitted or in accordance with a timetable agreed in writing by the local planning authority. Development shall be carried out in accordance with the approved details.
Reason: To protect the amenities of the adjoining properties and to ensure the proposed development does not have an adverse effect on the character and appearance of the area in accordance with policies SWDP21 and SWDP25 of South Worcestershire Development Plan and the relevant aims and objectives of the National Planning Policy Framework |
| Prior to the first use of the development hereby approved, the following biodiversity enhancement measures set out within the Phase 1 Bat and Nesting Bird Survey shall be installed:
1. Creating access to the cavities between the slates, lining and battens on the south-facing roof pitches. A bitumastic lining (e.g. 1F Roofers (BS8747) Felt) must be laid over the modern breathable membrane (if this is used) within these cavities to prevent bats from becoming entangled in the fibres of the breathable membrane. To prevent bats from moving onto the breathable membrane at the end of the cavities, a block of wood must be installed between the laths.
2. Installing a bat box at the top of the west wall located away from windows and lights.
The measures shall be retained thereafter in perpetuity unless otherwise approved in writing.
Reason: To ensure an enhancement of biodiversity and ecology, having regard to the Wildlife and Countryside Act 1981, Natural Environment and Rural Communities Act 2006, the Conservation of Habitats and Species Regulations 2017 (Habitats Regulations 2017) and SWDP 22 of the South Worcestershire Development Plan and the relevant aims and objectives of the National Planning Policy Framework. |
| Flooding from large rivers which exceed their capacity or from rising groundwater can often be of long duration, sometimes taking several days/weeks (or months, in the case of groundwater) to drain away, so that pumping may be required.
Inundation of a building by floodwater for long periods could damage the building fabric and lead to structural problems. For long duration flooding, a strategy to keep water out at the building level may not be a viable option.
Mitigation measures may only delay the time before water enters a building to enable ground floor contents to be moved. In terms of the costs of damage, a limit of 12 hours can be used to differentiate between short and long floods…(Flood Hazard Research Centre, 2005).
Resistance measures are aimed at preventing floodwater ingress into a building so generally should be adequate. However, based on MHCLG guidance, resistance measures are “designed to minimise the impact of floodwaters directly affecting buildings and to give occupants more time to relocate ground floor contents. They will probably only be effective for short duration, low depth flooding i.e. less than 0.3m…” For more information on property resistance and resilience techniques see the Ciria Guidance:

| The Flood Evacuation Management Plan should be available and accessible to everyone using the development.

| In the event that contamination is found at any time when carrying out the approved development that was not previously identified it must be reported immediately to the Local Planning Authority. The applicant is advised to immediately seek the advice of an independent geo-environmental consultant experienced in contaminated land risk assessment, including intrusive investigations and remediation.
No further works should be undertaken in the areas of suspected contamination, other than that work required to be carried out as part of an approved remediation scheme, unless otherwise agreed by the Local Planning Authority, until requirements 1 to 4 below have been complied with:
1. Detailed site investigation and risk assessment must be undertaken by competent persons in accordance with the Environment Agency’s ‘Land Contamination: Risk Management’ guidance and a written report of the findings produced. The risk assessment must be designed to assess the nature and extent of suspected contamination and approved by the Local Planning Authority prior to any further development taking place.
2. Where identified as necessary, a detailed remediation scheme to bring the site to a condition suitable for the intended use by removing unacceptable risks to identified receptors must be prepared and is subject to the approval of the Local Planning Authority in advance of undertaking. The remediation scheme must ensure that the site will not qualify as Contaminated Land under Part 2A Environmental Protection Act 1990 in relation to the intended use of the land after remediation.
3. The approved remediation scheme must be carried out in accordance with its terms prior to the re-commencement of any site works in the areas of suspected contamination, other than that work required to carry out remediation, unless otherwise agreed in writing by the Local Planning Authority.
4. Following completion of measures identified in the approved remediation scheme a verification report that demonstrates the effectiveness of the remediation carried out must be produced and is subject to the approval of the Local Planning Authority prior to the occupation of any buildings on site.
Reason: To ensure that the risks from land contamination to the future users of the land and neighbouring land are minimised, together with those to controlled waters, property, and ecosystems, and to ensure that the development can be carried out safely without unacceptable risks to workers, neighbours and other offsite receptors in accordance with policy SWDP31 of the South Worcestershire Development Plan and the relevant aims and objectives of the National Planning Policy Framework. |
| Prior to first use of the development hereby approved, the finished floor level of all internal accommodation shall be set no lower than 41.92 AOD as set out within the approved Flood Risk Assessment.
Reason: To ensure appropriate mitigation is in place to limit harm to personal safety during times of flooding, in accordance with SWDP 28 of the South Worcestershire Development Plan and the relevant aims and objectives of the National Planning Policy Framework. |
| The development hereby permitted shall not be occupied/first used until full details of all surface water drainage systems to serve the development have been submitted to and approved in writing by the Local Planning Authority. The approved drainage works shall be implemented in accordance with the approved details before the first occupation/use of the development hereby permitted and shall be retained thereafter.
Reason: To ensure development does not exacerbate flood risk and deals with surface water run-off from the site in a sustainable manner, in accordance with policies SWDP28, SWDP29 and SWDP 30 of the South Worcestershire Development Plan and the relevant aims and objectives of the National Planning Policy Framework. |
| The holiday let unit/visitor accommodation hereby approved shall be occupied for holiday purposes only and shall not be occupied as a person or persons’ sole, or main place of residence.
Reason: The proposed unit/visitor accommodation would be situated in the open countryside, outside any defined settlement boundary where new residential development will be strictly controlled. The proposed unit/accommodation is only acceptable as a holiday let/ tourism development in accordance with policy SWDP35 of the South Worcestershire Development Plan and the relevant aims and objectives of the National Planning Policy Framework. To grant permission without such a condition would be contrary to policy SWDP2 and/or SWDP12 of the South Worcestershire Development Plan and the relevant aims and objectives of the National Planning Policy Framework. |
| The owners/operators of the holiday let unit hereby approved shall maintain an up-to-date register of the names of all owners/occupiers of the unit/accommodation. This register shall be made available within 1 calendar month of a written request by the Local Planning Authority.
Reason: To enable the Local Planning Authority to monitor and ensure that the holiday accommodation is occupied strictly in accordance with the holiday restrictions imposed and not used for any unauthorised permanent residential occupation which, given the open countryside location, would represent an unsustainable form all development, in accordance with policy SWDP35 of the South Worcestershire Development Plan and the relevant aims and objectives of the National Planning Policy Framework. |
