| No part of the development shall be commenced, including any site clearance, until a Biodiversity Gain Plan (BGP) has been submitted to the planning authority and until such time that this plan has been approved by the Local Planning Authority. The plan shall be based on baseline assessments and habitat enhancements measured through the latest Defra metric and shall thereafter be implemented in full as approved.
Reason: To ensure the development delivers a biodiversity net gain on site in accordance with Schedule 7A of the Town and Country Planning Act 1990, Policy SWDP22 of the South Worcestershire Development Plan and the aims and objectives of the National Planning Policy Framework. |
| Prior to the commencement of development relating to the commercial and residential re-use of the building hereby approved, details of the following shall be submitted to and approved in writing by the local planning authority:-
a) A timber frame survey detailing repairs required (including any treatment needed to prevent dry rot and death watch beetle) and methodology for each repair.
b) A full schedule of works to encompass, re-wiring, re-plumbing, works for fire precautions, reduction, removal of lime plaster on walls or ceilings and the mix for the like for like replacement of the same, lifting and replacement of wooden floorboards and their repair and the material proposed to be used if repair is not possible, roof repairs and type of tiles, any cleaning of the timber frame or historic brickwork
(method to be included) and any other proposed works.
c) Detailed 1:50 building regulations drawings in relation to the historic sections of the building.
d) Details and samples of all new exterior materials for the historic sections of the buildings
The development shall be carried out using the materials as approved.
Reason - To protect, conserve and enhance the significance of heritage assets and to ensure that the new materials are in keeping with the surroundings and/or represent quality design in accordance with policies SWDP 6, SWDP21 and SWDP24 of the South Worcestershire Development Plan and the aims and objectives of the National Planning Policy Framework. |
| No development shall begin until a Construction Traffic Management Plan (CTMP) has been submitted to and approved in writing by the Local Planning Authority. The CTMP shall include the following details:-
- Measures to ensure that vehicles leaving the site do not deposit mud or other detritus on the public highway, including wheel washing facilities;
- Details of site operative parking areas, material storage areas and the location of site operatives facilities (offices, toilets etc)
- The hours that delivery vehicles will be permitted to arrive and depart, and arrangements for unloading and manoeuvring; and
- Details of any temporary construction accesses and their reinstatement.
The measures set out in the approved Plan shall be carried out and complied with in full during the construction of the development hereby approved. Site operatives' parking, material storage and the positioning of operatives' facilities shall only take place on the site in locations approved in writing by the Local Planning Authority.
Reason: To protect existing and new occupiers of residential areas from the unreasonable effects of noise, vibration, light and dust nuisance, and to minimise the risk of accidents in accordance with Policies SWDP4 and 21 of the South Worcestershire Development Plan and the aims and objectives of the National Planning Policy Framework. |
| (A) No development shall take place until a programme of archaeological work, including a Written Scheme of Investigation, has been submitted to and approved by the local planning authority in writing. The scheme shall include an assessment of significance and research questions; and:
1) The programme and methodology of site investigation and recording.
2) The programme for post investigation assessment.
3) Provision to be made for analysis of the site investigation and recording.
4) Provision to be made for publication and dissemination of the analysis and records of the site investigation.
5) Provision to be made for archive deposition of the analysis and records of the site investigation.
6) Nomination of a competent person or persons/organisation to undertake the works set out within the Written Scheme of Investigation.
(B) The development shall not be occupied until the site investigation and post investigation assessment has been completed in accordance with the programme set out in the Written Scheme of Investigation approved under condition (A) and the provision made for analysis, publication and dissemination of results and archive deposition has been secured.
Reason: In accordance with the requirements of paragraphs 207 and 218 of the National Planning Policy Framework (as amended) and SWDP 6 & 24 of the South Worcestershire Development Plan 2016. |
| No works relating to the new build development hereby permitted shall commence until parts 1 to 6 have been complied with:
Part 1
A preliminary risk assessment shall be carried out. This study shall take the form of a Phase I desk study and site walkover and shall include the identification of previous site uses, potential contaminants that might reasonably be expected given those uses and any other relevant information. A preliminary risk assessment report including:-
- a diagrammatical representation (conceptual model) based on the information above; and
- all potential contaminants, sources and receptors to determine whether a site investigation is required
shall be submitted to and approved in writing by the Local Planning Authority prior to the commencement of construction works on the development hereby approved.
Part 2
Where an unacceptable risk is identified and prior to the commencement of construction work on the development hereby permitted a scheme for detailed site investigation shall be submitted to and approved in writing by the Local Planning Authority. The scheme shall be designed to assess the nature and extent of any contamination and shall be led by the findings of the preliminary risk assessment. The
investigation and risk assessment scheme must be compiled by competent persons and must be designed in accordance with the Environment Agency's "Land Contamination: Risk Management" guidance
Part 3
Where part 2 applies, a detailed site investigation and risk assessment shall be undertaken in accordance with the approved scheme required under Part 2 and a written report of the findings produced, submitted to and approved in writing by the local planning authority. The investigation/assessment shall be approved prior to the commencement of construction works on the development hereby approved.
Part 4
Where identified as necessary in the report approved under Part 3, a detailed remediation scheme to bring the site to a condition suitable for the intended use by removing unacceptable risks to identified receptors shall be produced, submitted to and approved in writing by the local planning authority. The scheme shall include an implementation programme. The scheme shall be approved prior to the commencement of construction works on the development hereby approved.
Part 5
The remediation scheme approved under Part 4 shall be carried out in accordance with the approved implementation programme.
Part 6
Following the completion of the measures identified in the remediation scheme approved under Part 4, a validation report that demonstrates the effectiveness of the remediation carried out shall be produced, submitted to and approved in writing by the Local Planning Authority. None of the development hereby approved shall be occupied/first used until the validation report has been approved.
Part 7
In the event that contamination is found at any time when carrying out the approved development that was not previously identified in the report approved under Part 3, construction works shall cease and this shall be reported immediately in writing to the Local Planning Authority. In such circumstances an investigation and risk assessment must be undertaken and a revised remediation scheme must be produced, submitted to and approved in writing by the Local Planning Authority. Development works shall not resume until the revised remediation scheme has been approved in writing. The measures as set out in the revised remediation scheme shall be carried out. Following the completion of any measures identified in the approved revised remediation scheme a validation report must be produced, submitted to and approved in writing by the Local Planning Authority.
None of the development hereby approved shall be occupied/first used until the validation report has been approved.
Reason: To ensure that the proposed development avoids significant adverse impacts from pollution in accordance with policy SWDP31 of the South Worcestershire Development Plan and the aims and objectives of the National Planning Policy Framework |
| No development above floor slab level relating to the new build dwellings hereby permitted shall commence until details of the materials to be used in the construction of the external surfaces of the development hereby permitted have been submitted to and approved in writing by the local planning authority. The details to be submitted shall include:-
- Details and samples of all new exterior materials for the new build plots;
- Details of materials, profile, colour and finish of rainwater goods
The development shall be carried out using the materials as approved.
Reason: To protect, conserve and enhance the significance of heritage assets and to ensure that the new materials are in keeping with the surroundings and/or represent quality design in accordance with policies SWDP 6, SWDP21 and SWDP24 of the South Worcestershire Development Plan and the aims and objectives of the National Planning Policy Framework. |
| Prior to their installation as part of the development hereby approved, details of the following shall be submitted to and approved in writing by the local planning authority:-
- joinery details both internally and externally relating to the historic sections of the site and external joinery details relating to the new build dwellings, along with architectural details of the proposed external finishes, heads, sills, glazing bars, position in wall reveal and any surrounding dressings (elevational drawings at a minimum scale of 1:20 and vertical sectional drawings at minimum scale of 1:2);
- detailed drawings at a scale of 1:10 of the first-floor walkway and railings;
- detailed drawings of external vents and extracts including information on specification and colour;
- detailed drawings of eaves and verges at a scale of 1:10;
- detailed drawings (at a scale of not less than 1:10) of the dormer windows showing design, all external finishes, sections through glazing bars and method of opening;
- details of the approved rooflights, including drawings showing design, materials and profile;
- details of external doors including information on colour and finish.
- detailed drawings at a scale of 1:10 of new front gates including information on colour and finish.
Reason: To protect, conserve and enhance the significance of heritage assets and to ensure that the new materials are in keeping with the surroundings and/or represent quality design in accordance with policies SWDP 6, SWDP21 and SWDP24 of the South Worcestershire Development Plan and the aims and objectives of the National Planning Policy Framework. |
| Before the first occupation of the new build dwellings as part of the development hereby permitted a scheme of landscaping shall be submitted to and approved in writing by the Local Planning Authority. The landscaping scheme shall include:-
(i) a plan(s) showing details of all existing trees and hedges on the application site. The plan should include, for each tree/hedge, the accurate position, canopy spread and species, together with an indication of any proposals for felling/pruning and any proposed changes in ground level, or other works to be carried out, within the canopy spread.
(ii) a plan(s) showing the layout of proposed tree, hedge and shrub planting and grass areas.
(iii) a schedule of proposed planting - indicating species, sizes at time of planting and numbers/densities of plants.
(iv) a written specification outlining cultivation and other operations associated with plant and grass establishment.
(v) a schedule of maintenance, including watering and the control of competitive weed growth, for a minimum period of five years from first planting.
All planting and seeding/turfing shall be carried out in accordance with the approved details in the first planting and seeding/turfing seasons following the completion or first occupation/use of the development, whichever is the sooner.
The planting shall be maintained in accordance with the approved schedule of maintenance. Any trees or plants which, within a period of five years from the completion of the planting, die, are removed or become seriously damaged or diseased shall be replaced in the next planting season with others of similar size and species.
Reason - To ensure the proposed development does not have an adverse effect on the character and appearance of the area in accordance with policies SWDP21 and SWDP25 of South Worcestershire Development Plan and the aims and objectives of the National Planning Policy Framework. |
| No dwelling hereby approved shall be occupied until the Applicant has submitted to
and had approval in writing from the Local Planning Authority a Residential Travel
Welcome Pack promoting sustainable forms of access to the development. The pack
shall be provided to each resident at the point of occupation.
Reason: To reduce vehicle movements and promote sustainable access in accordance with Policy SWDP 4 of the South Worcestershire Development Plan and the aims and objectives of the National Planning Policy Framework. |
| No dwelling hereby permitted shall be occupied until sheltered and secure cycle parking to comply with the Council’s adopted highway design guide has been provided in accordance with details which shall first be submitted to and approved in writing by
the Local Planning Authority and thereafter the approved cycle parking shall be kept available for the parking of bicycles only.
Reason - To comply with the Council’s parking standards and to encourage sustainable forms of travel in accordance
with Policy SWDP 4 of the South Worcestershire Development Pan and the aims and objectives of the National Planning Policy Framework. |
| Before the first occupation of the development hereby permitted a scheme of noise attenuation measures shall be submitted to and approved in writing by the local planning authority. The details of measures shall include the following:
- alternative ventilation details for habitable rooms facing the High Street;
- sound insulation specification of glazing and alternative ventilation products for the new dwellings and residential units at the rear of the main building;
- full details of further investigation and conclusions relating to potential noise from the adjacent dentist surgery to demonstrate that the recommended acoustic treatment for the partition wall (Section 8.3 of the Noise Assessment dated 04.03.25 by Walnut Acoustics) is sufficient:
- consideration of any other noise attenuation measures.
The approved measures shall be implemented before the first occupation of the development and shall be retained thereafter.
Reason:- To ensure the proposal preserves residential amenity and to prevent unacceptable noise pollution to the detriment of human health contrary to Policies SWDP 21 and SWDP31 of the South Worcestershire Development Plan and the aims and objectives of the National Planning Policy Framework. |
| The development hereby permitted shall not be occupied or first used until full details of all foul and surface water drainage systems to serve the development have been submitted to and approved in writing by the Local Planning Authority. The approved drainage works shall be implemented in accordance with the approved details before the first occupation or use of the development hereby permitted and shall be retained thereafter.
Reason: To ensure development would not result in unacceptable risk of pollution or harm to the environment and to ensure the proposed development does not exacerbate flood risk and deals with surface water run-off from the site in a sustainable manner, in accordance with policies SWDP28, SWDP29 and SWDP 30 of the South Worcestershire Development Plan and the aims and objectives of the National Planning Policy Framework. |
| Prior to the occupation of any part of the development hereby permitted details of the positioning and design including colour, of the air source heat pumps for the new dwellings shall be submitted to and approved in writing by the local planning authority. The approved facilities shall be provided in accordance with the approved details and retained thereafter.
Reason: To ensure the proposed development includes sufficient renewable/low carbon energy generating facilities to comply with Policy 27 of the South Worcestershire Development Plan 2016. |
| Before the first occupation of the development hereby permitted a plan indicating the positions, design, materials and type of boundary treatment to be erected/repaired/reinstated shall be submitted to and approved in writing by the local planning authority The boundary treatment shall be completed before the first occupation of the development hereby permitted. Development shall be carried out in accordance with the approved details and thereafter be maintained and retained.
Reason - To protect the amenities of properties and ensure the proposed development does not have an adverse effect on the character and appearance of the area in accordance with policies SWDP21 and SWDP25 of South Worcestershire Development Plan and the aims and objectives of the National Planning Policy Framework. |
| The development shall be implemented in accordance with the details of water efficiency measures provided within the Energy and Sustainability Statement, dated 19th November 2024 by A1 Architectural Design.
Reason: To ensure that an appropriate sustainable drainage system is provided to serve the development in accordance with policy SWDP29 of the South Worcestershire Development Plan 2016. |
| The development hereby permitted shall be carried out in strict accordance with the recommendations set out in the Preliminary Ecological Appraisal report, v 1.2 carried out by Stewart Rampling dated 06.01.25 and submitted with this application and thereafter be retained. In particular the following shall be provided/ incorporated into the development hereby approved:
- 2 x hedgehog hibernation boxes.
- 2 x house sparrow terraces to be installed in north wall of the north elevations of cottages 1 and 2.
- 3 x bat box/ tubes to be installed in the south elevations of new build.
- 2 x open fronted bird boxes to be installed to the north elevations of cottages 1 and 2.
- 1 x house martin ledge to be installed to north gable end of cottage 3.
- 4 x bee bricks to be installed into walls of the south elevations of the new build.
Reason: To ensure the development contributes to the conservation and enhancement of biodiversity within the site and the wider area in accordance with policy SWDP22 of the South Worcestershire Development Plan and the aims and objectives of the National Planning Policy Framework. |
| Demolition, clearance or construction work and deliveries to and from the site in connection with the development hereby approved shall only take place between the hours of 08.00 and 18.00hrs Monday to Friday and 08.00 and 13.00hrs on a Saturday. There shall be no demolition, clearance or construction work or deliveries to and from the site on Sundays, Public or Bank Holidays.
Reason - To preserve the amenities of the locality in accord with Policy SWDP21 of the South Worcestershire Development Plan and the aims and objectives of the National Planning Policy Framework. |
| Notwithstanding the provisions of the Town and Country Planning (General Permitted Development) Order 2015 (as amended) (or any order revoking, re-enacting, substituting, amending, extending, consolidating, replacing or modifying that Order), no new first floor windows or other openings shall be constructed/carried out in the first floor rear elevations on cottages 1, 2 and 3 on the application site following the completion of the development hereby permitted.
Reason: To ensure a satisfactory living environment for future occupiers and to preserve residential amenity in accordance with Policy SWDP 21 of the South Worcestershire Development Plan and the aims and objectives of the National Planning Policy Framework. |
| Temporary fencing for the protection of all retained trees/hedges on site and trees outside the site whose Root Protection Areas fall within the site shall be erected in accordance with the Tree Retention and Protection Plan (Appendix IX of the Tree Constraints, Impact Assessment and Tree Protection Method Statement Site Re-development Report, dated 09.12.24 by B J Unwin) before development of any type commences, including site clearance, demolition, materials delivery, vehicular movement and erection of site huts.
Any alternative fencing type or position not strictly in accordance with the Report must be agreed in writing by the local planning authority prior to the commencement of development.
This protective fencing shall remain in place until the completion of development or unless otherwise agreed in writing with the local planning authority. Nothing should be stored or placed (including soil), nor shall any ground levels altered, within the fenced area without the previous written consent of the local planning authority. There shall be no burning of any material within 10 metres of the extent of the canopy of any retained tree/hedge.
Reason - To prevent existing trees/hedges from being damaged during construction work and to preserve the amenities of the locality. In accordance with Policy SWDP 21 of the South Worcestershire Development Plan and the aims and objectives of the National Planning Policy Framework. |
| Unless indicated on the approved plan(s) to be removed, all existing trees and hedges on the application site, or branches from trees on adjacent land that overhang the application site, shall be retained and shall not be felled or pruned or otherwise removed within the construction period and then for a period of five years from the completion of the development without the previous written consent of the local planning authority.
If any retained tree/hedge is removed, uprooted or destroyed or dies, replacement planting shall be carried out in the first available planting season, in accordance with details to be approved in writing by the local planning authority.

| Any excavation works, service trenches and pathways required within Root Protection Areas shall be carried out in accordance with the specification detailed in sections 6.5, 6.8 and 6.9 of the Tree Constraints, Impact Assessment and Tree Protection Method Statement Site Re-development Report, dated 09.12.24 by B J Unwin, unless otherwise agreed in writing by the local planning authority.
Reason - To prevent existing trees/hedges from being damaged during construction work and to preserve the amenities of the locality. In accordance with Policy SWDP 21 of the South Worcestershire Development Plan and the aims and objectives of the National Planning Policy Framework. |
| Positive and Proactive Statement. In dealing with this application, the Council has worked with the applicant in the following ways:- providing pre-application advice;
seeking further information following receipt of the application;
seeking amendments to the proposed development following receipt of the application;
and considering the imposition of conditions.
In such ways the Council has demonstrated a positive and proactive manner in seeking solutions to problems arising in relation to the planning application. |

Buildings, and particularly roofs and the spaces underneath them, are frequently used as roosting sites by bats. Bats and their 'roost' sites are protected under the Wildlife and Countryside Act 1981 (as amended) and the Conservation of Habitats & Species Regulations 2010, the latter of which deems them a European Protected Species. It is a criminal offence to deliberately kill or injure a bat, to disturb or destroy a bat roost or to obstruct an entrance to a roost. If evidence of bats is found, work should stop immediately and an ecological consultant contacted for advice on the best way to proceed. All contractors working on site should be made aware of the advice and provided with the contact details of a relevant ecological consultant.
Where any removal of roof materials (including hanging tiles) is required for refurbishment, at least one single emergence survey should be carried out by competent ecologists under optimal conditions during the period 1st May through 31st August. |
