Condition Details / Information Notes
The development hereby permitted shall be begun before the expiration of three years from the date of this permission. Reason: To conform with the requirements of Section 91 of the Town and Country Planning Act 1990 as amended by Section 51 of the Planning and Compulsory Purchase Act 2004.
Unless where required or allowed by other conditions attached to this permission/consent, the development hereby approved shall be carried out in accordance with the information (including details on the proposed materials) provided on the application form and the following plans/drawings/documents – Location Plan - Received 20.01.25 Photographic elevations of static home - Received 20.01.25 Proposed Site layout (amended) - Received 10.04.25 Reason: To define the permission in accordance with Policy SWDP1 and SWDP2 of the South Worcestershire Development Plan and the National Planning Policy Framework.
Within 3 month of the development hereby permitted, details as set out in the submitted Water Management Statement which shall be fully implemented and remain thereafter. Reason: To ensure that an appropriate sustainable drainage system is provided to serve the development in accordance with policy SWDP29 of the South Worcestershire Development Plan 2016.
Within 3 months from the decision of this development hereby permitted a scheme of landscaping shall be submitted to and approved in writing by the Local Planning Authority. The landscaping scheme shall include:- (i) a schedule of proposed planting - indicating species, sizes at time of planting and numbers/densities of plants. (ii) a written specification outlining cultivation and other operations associated with plant and grass establishment. (iii) a schedule of maintenance, including watering and the control of competitive weed growth, for a minimum period of five years from first planting. All planting and seeding/turfing shall be carried out in accordance with the approved details in the first planting and seeding/turfing seasons following the completion or first occupation/use of the development, whichever is the sooner. The planting shall be maintained in accordance with the approved schedule of maintenance. Any trees or plants which, within a period of five years from the completion of the planting, die, are removed or become seriously damaged or diseased shall be replaced in the next planting season with others of similar size and species. Reason - To ensure the proposed development does not have an adverse effect on the character and appearance of the area in accordance with policies SWDP21 and SWDP25 of South Worcestershire Development Plan.
The residential use hereby permitted shall be restricted to the stationing of no more than one static mobile home, as defined in the Caravan Sites and Control of Development Act 1960 and the Caravan Sites Act 1968 shall be stationed on the application site at any time. No more than one shall be a static mobile home. Reason: To ensure the proposed development does not have an adverse effect on the character and appearance of the area in accordance with policies SWDP21 and SWDP25 of South Worcestershire Development Plan.
In the event the development hereby permitted becomes in separate ownership from the land and buildings edged blue on the approved plans as listed under Condition 2 of this Decision Notice, no later than 3 months from the date of such a situation coming into effect, an area shall be laid out in accordance with the submitted site layout plan (10.04.25) also listed under Condition 2 of this Decision Notice, for the parking of 2 no. cars and at a gradient not exceeding 1 in 8. The surfacing details shall be finished in bitumen macadam, unless an alternative is first approved in writing by the Local Planning Authority prior to these works commencing and this area shall thereafter be retained and maintained as approved for the purpose of parking vehicles only. Reason: In the interests of highway safety and to ensure the free flow of traffic using the adjoining highway in accordance with SWDP4 and SWDP21 and the relevant aims and objectives of the National Planning Policy Framework.
Within 3 months of approval for this proposal a sheltered, secure and accessible cycle parking to comply with the Council’s adopted highway design guide will be provided in accordance with details which shall first be submitted to and approved in writing by the Local Planning Authority and thereafter the approved cycle parking shall be kept available for the parking of bicycles only. Reason - To comply with the Council’s parking standards and in accordance with SWDP4 of the South Worcestershire Development Plan and the aims and objectives of the NPPF.

In dealing with this application, the Council has worked with the applicant in the following ways:- - seeking further information following receipt of the application; - considering the imposition of conditions. In such ways the Council has demonstrated a positive and proactive manner in seeking solutions to problems arising in relation to the planning application.
