| By virtue of the scale, design and siting of the proposed development, in particular the ridge height which exceeds the ridge heights of the host and neighbouring bungalows, the development would introduce a dominant and discordant feature within the streetscene, causing harm to the character of the locality. The extended outbuilding would not be visually subservient to the host dwelling, disrupting the hierachy of the dwellings within the streetscene. Subsequently, the proposal would not represent high quality design and would conflict with Policy SWDP 21 of the South Worcestershire Development Plan, as well as Policy NCD1 of the North Claines Neighbourhood Plan and the Design Guide SPD. |
| Positive and Proactive Statement. In dealing with this application, the Council has worked with the applicant by seeking further information following receipt of the application. In such ways the Council has demonstrated a positive and proactive manner in seeking solutions to problems arising in relation to the planning application. This is in accordance with paragraph 39 of the NPPF. Despite these efforts, the Council still consider that planning permission should be refused for the reasons set out above. |
