Condition Details / Information Notes
The proposed two storey side extension would not represent a high-quality design that would appear subservient to the host dwelling or integrate effectively with the site surroundings and would therefore create a visually dominant feature within the street scene. Furthermore, the addition of an off-white render to the existing and proposed elevations of the dwelling would not integrate effectively with the existing street scene and would result in the scale and massing of the extension appearing more prominent. For these reasons the proposal would cause harm to the host dwelling and surrounding area, and would cause less than substantial harm to the character and significance of the Droitwich Conservation Area. No public benefits of the scheme have been identified that would outweigh the harm. The proposal is therefore contrary to Policy SWDP6, SWDP21 and SWDP24 of the South Worcestershire Development Plan and the principles of the South Worcestershire Design Guide SPD 2018. The proposal is also not considered to meet the requirements of the National Planning Policy Framework including chapters 12 and 16 as well as Section 66 of the Planning (Listed Buildings and Conservation Areas) Act 1990.

Positive and Proactive Statement. In dealing with this application, the Council has worked with the applicant in the following ways:- - seeking amendments to the proposed development following receipt of the application; In such ways the Council has demonstrated a positive and proactive manner in seeking solutions to problems arising in relation to the planning application. This is in accordance with paragraph 39 of the NPPF.  Despite these efforts, the Council still consider that planning permission should be refused for the reasons set out above.
By virtue of the scale and massing of the side extension, as well as the proximity to the shared boundary with no. 12 Lyttleton Road, the development would have an overbearing and enclosing effect when viewed from the garden of this neighbour. This would detract from the reasonable enjoyment of the garden space to the detriment of the living conditions of the occupiers of this property. Furthermore, No. 12 contains two side elevation windows which face the application site and the proposed side extension. Due to the proximity of the side windows at no. 12 Lyttleton Road and the size and scale of the proposed side extension, there would be a loss of light and outlook which would impact the living conditions of the occupiers of this property. The proposal is therefore contrary to Policy SWDP21 of the South Worcestershire Development Plan and the principles of the South Worcestershire Design Guide SPD 2018. The proposal is also not considered to meet the requirements of the National Planning Policy Framework including chapters 12.
