The submitted Water Management Statement does not set out sufficient details in regard to the existing drainage system to which surface water would discharge or any proposed harvesting and reuse of rainwater. As such the application fails to demonstrate that it will incorporate sustainable drainage systems (SuDS). The proposal would therefore be contrary to Policy SWDP29 of the South Worcestershire Development Plan.
The proposed development, by virtue of its size and scale, would result in a significant reduction in natural light to a first floor bedroom and a ground floor office room within the neighbouring property at Fairfield. The proposed development would also have an overbearing and enclosing impact when viewed from the neighbouring property's, Instow, living room window and the private amenity space to the side of the dwelling. Therefore the development would significantly impact the living conditions of the neighbouring properties as Fairfield and Instow. As such, the proposal fails to comply with policies SWDP21 of the South Worcestershire Development Plan 2016, as well as the provisions of the NPPF.
By virtue of the design, scale and massing of the proposed extensions and roof alterations, the development would have an unacceptable visual impact on the host dwelling and the street scene. The proposed development would not represent high quality design that integrates effectively with the host dwelling and its surroundings. The proposed development would instead appear visually dominant within the street scene. The proposal is therefore contrary to Policy SWDP21 of the South Worcestershire Development Plan, NCD1 of North Claines Neighbourhood Plan, the NPPF and the principles of the Design Guide SPD.
Positive and Proactive Statement. In dealing with this application, the Council has worked with the applicant in the following ways: - seeking further information following receipt of the application; - seeking amendments to the proposed development following receipt of the application; - considering the imposition of conditions. In such ways the Council has demonstrated a positive and proactive manner in seeking solutions to problems arising in relation to the planning application. This is in accordance with paragraph 39 of the NPPF.  Despite these efforts, the Council still consider that planning permission should be refused for the reasons set out above.
