| The proposal has failed to demonstrate that the extent of the building works required to convert the building to dwellinghouses would not go beyond works more than is reasonably necessary to demonstrate that the existing building is capable of conversion without substantial works being required. It is evident that works for the construction of the new walls, replacement materials for cladding, doors, glazing, new roof, in addition to the enhancement works to the blockwork dwarf walls would all cumulatively amount to building works that would go beyond what is reasonably necessary to convert the existing building to residential use. The building therefore does not benefit from permitted development rights under Class Q Part Q1 (i) of the Town and Country Planning (General Permitted Development Order) 2015 (as amended) and does not accord with Planning Practice Guidance Practice Paragraph 105 (Reference ID: 13-105-20180615). |

The building therefore does not benefit from permitted development rights under Class Q Part 1 (a) of the Town and Country Planning (General Permitted Development Order) 2015 (as amended) and does not accord with Planning Practice Guidance Practice Paragraph 105 (Reference ID: 13-105-20180615). |
