| The proposed development by reason of its location would conflict with the aims of the South Worcestershire Development Plan and the National Planning Policy Framework to reduce reliance on the private car as a means of transport. The proposal would fail to minimise the demand for travel. There is limited footway infrastructure in the vicinity and the area is without street lighting and would not provide a safe walking distance to access the nearest facilities. Therefore, the proposal would not be sustainable in terms of location and is contrary to Policies SWDP1, SWDP2 and SWDP4 of the South Worcestershire Development Plan and the provisions of the National Planning Policy Framework, Chapter 9, that require development to minimise the demand for travel and offer genuinely sustainable travel choices. |
| The proposal would lead to a new built up pattern of development encroachment into the open countryside, failing to respect the prevailing character of the area which forms typical characteristics of landscape type "Principal Village Farmlands", creating a domesticated and suburbanisation effect changing the historic nucleated settlement pattern of this part of the rural village of Great Comberton which has remained unchanged since at least the C19, in addition to harming the character of one of the entrances into the rural village and its historic settlement pattern. The proposal would fail to integrate with its surroundings and would be contrary to Polices SWDP21 and SWDP25 of the South Worcestershire Development Plan and SWDP2 that seeks to safeguard/enhance the open countryside and the provisions of the National Planning Policy Framework including Section 12 of the Framework which states that new development should be of high quality design and contribute positively to making places better. |
| In addition, to the refusal reason above, due to the encroachment into the open countryside creating a domesticated form of development that would have a suburbanising effect on the character and appearance of such a verdant and unspoilt rural landscape, this would be harmful to the visual character of the area and the sensitive setting of a National Landscape. As such, the proposal would also fail to conserve or enhance the natural beauty of the Cotswold National Landscape or its setting, diminishing its important landscape views from inside and out and harming the visual amenity of the area contrary to Polices SWDP23 and SWDP25 of the development plan, the relevant policies of the Cotswold National Landscape Management Plan 2023-2025 and the provisions of the National Planning Policy Framework particularly paragraph 189 which states that great weight should be given to conserving and enhancing National Landscapes. Accordingly, it is concluded that the location and land use of the site is not suitable for residential development and that the proposal, considered holistically, fails to represent sustainable development. |

| In dealing with the application the Council has implemented the requirement in paragraph 39 of the National Planning Policy Framework to work with the applicant in a positive and proactive way. We have made available detailed advice in the form of our statutory policies in the Development Plan, Supplementary Planning Documents, as well as offering a full pre-application advice service in order to ensure that the applicant has been given every opportunity to submit an application which is likely to be considered favourably. The Council has however been unable to seek solutions to problems arising from this application as the applicant has failed to provide a scheme that would comply with the statutory policies of the development plan and would not overcome the reasons for refusal. Despite the Council’s efforts, it is considered that planning permission should be refused for the reasons set out in the decision notice. |
