| The proposed development, by reason of its siting, scale, massing and design, together with the associated access alterations, boundary treatments and areas of hardstanding, would result in a high level of less than substantial harm to the setting and significance of Lawn Farmhouse, a Grade II listed building. The introduction of a two-storey dwelling within the historic curtilage, forward of the established building line and within the principal approach to the listed building, would diminish its prominence, disrupt key views and erode the rural openness that contributes positively to its historic and architectural significance. In accordance with Paragraphs 212–215 of the National Planning Policy Framework, great weight must be given to the conservation of designated heritage assets. The public benefits associated with the proposal are limited and do not outweigh the identified harm. The proposal therefore fails to preserve the setting of the listed building, contrary to Policies SWDP6 and SWDP24 of the South Worcestershire Development Plan 2016 and Chapter 16 of the National Planning Policy Framework. |
| The proposed dwelling, by virtue of its prominent siting, projection, elevated position, domestic form and incongruous design, would represent an intrusive and discordant form of development that fails to respect the established spatial pattern, landscape character and rural qualities of Church Lane. The proposal would erode the open frontage and spacious settings which form the predominant characteristics of this part of Tibberton and would fail to integrate appropriately with its surroundings. As such, the development fails to achieve high-quality design, does not reinforce local distinctiveness, and does not conserve or enhance the primary landscape characteristics of the area. The proposal is therefore contrary to Policies SWDP21 and SWDP25 of the South Worcestershire Development Plan 2016 and the design aims of Chapter 12 of the National Planning Policy Framework. |
| Insufficient information has been submitted in order to demonstrate that the development would incorporate renewable or low-carbon energy generation amounting to at least 10% of the predicted energy requirements of the dwelling, as required by Policy SWDP27. No SAP calculations, predicted energy demand figures, or output data for the proposed PV roofing tiles or air source heat pump have been provided. Furthermore, the proposal relies partly on fabric-first measures, which cannot be counted towards the 10% renewable/low-carbon generation requirement. In the absence of the necessary information, the Local Planning Authority cannot be satisfied that the proposal complies with SWDP27 of the South Worcestershire Development Plan 2016 or the relevant aims and objectives of the National Planning Policy Framework. |
| The site lies within a Designated Rural Area where, in accordance with Policy SWDP15, development of less than five dwellings is required to provide a financial contribution equivalent to 20% affordable housing. For the proposed dwelling, a contribution of £12,797 is required. No Section 106 agreement or unilateral undertaking has been submitted to secure the required contribution. In the absence of an appropriate legal mechanism, the proposal fails to make adequate provision for affordable housing, contrary to SWDP15 of the South Worcestershire Development Plan 2016 and the relevant aims and objectives of the NPPF. |
