| Positive and Proactive Statement. In dealing with this application, the Council has worked with the applicant in the following ways:- providing pre-application advice; - seeking further information following receipt of the application; - considering the imposition of conditions In such ways the Council has demonstrated a positive and proactive manner in seeking solutions to problems arising in relation to the planning application. This is in accordance with paragraph 39 of the NPPF. Despite these efforts, the Council still consider that planning permission should be refused for the reasons set out above. |
| Due to the size, scale and siting of the proposal, the extension would represent an unsympathetic addition to the existing as well as harming key views towards the listed building as such the proposal would cause less than substantial harm to the Grade II listed property at Church Farmhouse, Church lane, Himbleton and the setting of nearby heritage assets. Due to the proposal failing to provide any public benefits, the harm caused to the designated heritage asset is not considered to be justified and the proposal would therefore fail to preserve the significance of the heritage asset and the conservation area. The application has also failed to sufficiently justify the proposals within the submitted Hertiage Statement. As such it would not accord with the conservation aims of policies SWDP6, SWDP21 and SWDP24 of the South Worcestershire Development Plan 2016 (SWDP) and would not meet the requirements of the National Planning Policy Framework including chapters 12 and 16 as well as Section 66 of the Planning (Listed Buildings and Conservation Areas) Act 1990. |
