| The proposed outbuilding would be in a different use and materially larger than the existing building which it is to replace. As such the proposal would constitute inappropriate development within the Green Belt. There are no very special circumstances that have been demonstrated which would outweigh the harm to Green Belt by reason of inappropriateness and harm to the openness as a consequence of the increased scale, height and massing of the building. As such, the proposal would fail to accord with policy SWDP2E of the South Worcestershire Development Plan (2016) and conflict with chapter 13 of the National Planning Policy Framework 2024 (as amended). |
