| The re-instatement of permitted development rights would allow the possibility of extending and altering the dwelling known as Whitfurrows Farm, which already significantly exceeds the size, footprint, and massing of the original dwelling. Given the replacement dwelling’s increased scale and prominent siting within the open countryside, further unregulated development may result in a dwelling that is disproportionate to the original building, harming the character and visual amenity of the surrounding rural area. The application fails to demonstrate that such alterations would not adversely impact the landscape. As such, the proposal to remove Condition 11 of permission W/03/00670/PN is contrary to Policies SWDP 18, SWDP 21, and SWDP 25 of the South Worcestershire Development Plan and fails to meet the tests of Paragraph 57 of the National Planning Policy Framework. |
