| Due to the size, articulation, massing, and height of the building and its design and appearance, (which in part has attempted to mimic a traditional farmstead barn, however, includes more urban features such as roller shutter style doors and domestic style windows), the proposal would dominate the main dwelling, which is a listed building, and the harm the historic rural significance of the heritage asset and its setting, which are of agricultural origins, detracting from the understanding and appreciation of the listed building. The harm would be less than substantial, however the public benefits of the scheme would not outweigh the level and nature of the harm identified to the significance of heritage assets and their setting. The proposal would therefore fail to conserve and enhance the setting of the heritage asset contrary `to Policies SWDP6 and SWDP24 of the South Worcestershire Development Plan (February 2016) and the provisions of the National Planning Policy Framework, in particular Section 16. |
| The applicant has failed to provide sufficient evidence to demonstrate that the proposal would not impact on an area of potential archaeological interest and the historic environment. This harm would be less than substantial, however, the harm would not be outweighed by any public benefits of the scheme and the proposal is therefore contrary to Policies SWDP 6 and SWDP 24 of the South Worcestershire Development Plan (February 2016) and the provisions of the National Planning Policy Framework, particularly section 16. |
| Due to the scale, height and massing of the proposed outbuilding that would dominate the main dwellinghouse, its form and function would not reflect its use as an ancillary outbuilding serving the main house. The design is not of a particularly high quality and due to the juxta position between the traditional design and materials to represent a farmstead barn and the modern features of roller shutter doors and domestic style windows, the stand alone building would not integrate effectively within the surrounding area. As such, the proposed outbuilding would create an incongruous feature that would not demonstrate its ancillary function to the main dwelling and would cause a visual dominance that would be overbearing and harmful to the appearance of the main dwellinghouse and the character of the surrounding rural landscape. The proposal fails to comply with Policies SWDP21 and SWDP25 of the South Worcestershire Development Plan (February 2016), the provisions of the National Planning Policy Framework, in particular Section 12 and The South Worcestershire Design Guide Supplementary Planning Document (March 2018). |

| In dealing with the application the Council has implemented the requirement in paragraph 38 of the National Planning Policy Framework to work with the applicant in a positive and proactive way. We have made available detailed advice in the form of our statutory policies in the Development Plan, Supplementary Planning Documents, as well as offering a full pre-application advice service in order to ensure that the applicant has been given every opportunity to submit an application which is likely to be considered favourably. The Council has however been unable to seek solutions to problems arising from this application as the applicant has failed to provide a scheme that would comply with the statutory policies of the development plan and would not overcome the reasons for refusal. Despite the Council’s efforts, it is considered that planning permission should be refused for the reasons set out in the decision notice. |
