| By virtue of its backland nature and its relationship to surrounding buildings, the proposed development would appear as an incongruous and poorly integrated form of development that is at odds with the prevailing pattern of development along Cleeve Road. The scheme would fail to respect the established urban grain and would result in the substantial loss of garden land serving No.1 Cleeve Road, a feature that contributes to the spacious rear garden character of the area. As such, the proposal would have a adverse impact on the character and appearance of the locality and would fail to integrate effectively with its surroundings and landscape. The development is therefore contrary to Policies SWDP 21 (Design) and SWDP 25 (Landscape Character) of the South Worcestershire Development Plan, the South Worcestershire Design Guide SPD, and the National Planning Policy Framework, in particular Paragraph 139.

| The proposed development, by virtue of its siting and scale, combined with its domesticated features, would result in a cramped and visually intrusive layout that fails to respect the established spacious character of the area. The overall effect would be one of overdevelopment and urbanised, appearing out of place within its context. As such, the proposal would not achieve a high standard of design or reflect the local character, contrary to Policies SWDP 21 (Design) and SWDP 25 (Landscape Character) of the South Worcestershire Development Plan, as well as Paragraph 135 of the National Planning Policy Framework. |
| The proposed development, by positioning two bungalows along the majority of the southern boundary of No.2 Cleeve Road, would create a visually intrusive and overbearing form of development. Due to the narrow with of the neighbouring garden, the continuous built form would create an oppressive sense of enclosure and significantly reduce the quality of private outdoor space. The proposal would cause an unacceptable loss of amenity for the neighbouring occupiers, contrary to Policy SWDP21 of the South Worcestershire Development Plan and paragraph 139 of the National Planning Policy Framework. |
| The proposed development would result in unacceptable overlooking of the rear garden of No. 2 Cleeve Road, leading to a loss of privacy for neighbouring occupiers. The positioning and orientation of the proposed dwellings would allow direct views into this space, undermining its use and enjoyment as private amenity space. This level of overlooking would cause significant harm to residential amenity and is therefore contrary to Policy SWDP21 of the South Worcestershire Development Plan and the South Worcestershire Design Guide and paragraph 139 of the National Planning Policy Framework. |
| The proposed development would result in an unacceptable standard of amenity for future occupiers due to the poor outlook from habitable rooms on the north-facing elevation, which face directly onto a 1.8-metre-high boundary fence. This close proximity would create a cramped, overbearing and oppressive living environment, with limited daylight and visual outlook. The proposal is therefore contrary to Policy SWDP 21 of the South Worcestershire Plan and the Design Guide, both of which require development to provide a high standard of amenity for future occupants. Further to this, it is contrary to paragraph 139 of the National Planning Policy Framework. |
| The proposal fails to demonstrate that a safe and suitable access can be achieved. As a result, the development would increase levels of hazard and danger to all road users. The proposal also fails to confirm that secure and covered cycle storage will be provided.
Therefore, the development would be harmful to highway safety and contrary to Policy SWDP 4 of the South Worcestershire Development Plan and paragraphs 115 and 116 of the National Planning Policy Framework.

| A section 106 legal agreement / legal undertaking has not been completed to secure the provision of the necessary financial contribution towards affordable housing provision on the site. As such the proposal is contrary to policy SWDP15 and the Affordable Housing Supplementary Planning Document of the adopted South Worcestershire Development Plan as well as the provisions of the National Planning Policy Framework. |
