| The development proposed lies outside any development boundary as defined by the South Worcestershire Development Plan and is therefore regarded as open countryside. The development would not minimise demand for travel and future occupiers of the affordable dwellings would be highly reliant on the private car to access services and facilities, contrary to Policy SWDP 4 of the South Worcestershire Development Plan and the relevant aims and objectives of the National Planning Policy Framework. |
| The proposed affordable housing units are not reasonably adjacent to the nearest development boundaries and therefore would be contrary to Policies SWDP 2 and SWDP 16 of the South Worcestershire Development Plan and the relevant aims and objectives of the National Planning Policy Framework. |
| The design of the holiday let unit, due to its height and appearance would be inappropriate within the agricultural context of the site and the design of the stable building conversion would not respect the rural nature of the building, contrary to Policy SWDP 21 of the South Worcestershire Development Plan, the South Worcestershire Design Guide Supplementary Planning Document (March 2018) and the relevant aims and objectives of the National Planning Policy Framework |
| There would be unacceptable overlooking between the two elements of the proposal and loss of daylight, sunlight and outlook for future occupiers of the affordable housing units due to the close proximity and height of the proposed holiday let unit. Further, there would be unacceptable private amenity space for future occupiers of the affordable housing units and the development would result in an unsatisfactory living environment. The proposal would be contrary to Policies SWDP 21, SWDP 35 of the South Worcestershire Development Plan, the South Worcestershire Design Guide Supplementary Planning Document (March 2018) and the relevant aims and objectives of the National Planning Policy Framework. |
| Policy SWDP 15 requires the provision for affordable housing for all new residential development. Holiday accommodation is Use Class C3 and the proposal is for the construction of a unit, which has the potential to be converted to a C3 dwelling house at a later date. No such contribution towards the provision of off-site affordable housing has been secured. As such the proposal would be contrary to Policy SWDP15 of the South Worcestershire Development Plan (2016) and guidance in the Council's Developer Contributions SPD and Affordable Housing SPD, as well as the relevant aims and objectives of the National Planning Policy Framework. |

| Positive and Proactive Statement. In dealing with this application, the Council has worked with the applicant in the following ways: - seeking further information following receipt of the application; and considering the imposition of conditions and or the completion of a s.106 legal agreement. In such ways the Council has demonstrated a positive and proactive manner in seeking solutions to problems arising in relation to the planning application. This is in accordance with paragraph 39 of the NPPF. Despite these efforts, the Council still consider that planning permission should be refused for the reasons set out above. |
