Condition Details / Information Notes
The development hereby permitted shall be begun before the expiration of three years from the date of this permission. Reason: To conform with the requirements of Section 91 of the Town and Country Planning Act 1990 as amended by Section 51 of the Planning and Compulsory Purchase Act 2004.
Unless where required or allowed by other conditions attached to this permission/consent, the development hereby approved shall be carried out in accordance with the information (including details on the proposed materials) provided on the application form and the following plans/drawings/documents – Location Plan 1798-05 Existing & Proposed Block Plans 1798-03A Existing Plans, elevations & Sections 1798-01 Proposed Plans 1798-02A Existing & Proposed elevations 1798-04A Proposed Section 1798-06A Reason: To define the permission in accordance with Policy SWDP1 and SWDP2 of the South Worcestershire Development Plan and the National Planning Policy Framework.
Prior to the first use/occupation of the development hereby permitted, the details set out in the submitted Water Management Statement shall be fully implemented and remain thereafter. Reason: To ensure that an appropriate sustainable drainage system is provided to serve the development in accordance with policy SWDP29 of the South Worcestershire Development Plan 2016 and the relevant aims and objectives of the National Planning Policy Framework.
The materials to be used in the construction of the external surfaces of the development hereby permitted shall match those to the existing dwelling. Reason - To ensure that the new materials are in keeping with the surroundings and represent quality design in accordance with policy SWDP21 of the South Worcestershire Development Plan.
Before the first use of the additional accommodation as hereby approved, the ensuite and utility window at ground floor level on the south east elevation shown under Condition 2 shall be fitted with Pilkington Level 4 obscured glazing or equivalent and shall be permanently retained in that condition thereafter and shall be fitted with a restrictor stay in accordance with 1798-02A and shall be permanetely retained in this form thereafter. Reason - To protect the amenities of nearby properties from unacceptable overlooking and loss of privacy in accordance with policy SWDP21 of the South Worcestershire Development Plan and the relevant aims and objectives of the National Planning Policy Framework
The development hereby approved shall not be sold or let separately from the dwelling Harford Hill Barn. Reason – On the basis on which the application has been submitted and assessed, to ensure the development remains as part of use of the site as one dwellinghouse thus preventing the creation of a separate residential unit in this location in accordance with Policy SWDP2 of the South Worcestershire Development Plan and the relevant aims and objectives of the National Planning Policy Framework.; and to ensure that the development does not result in an unacceptable level of residential use or harm with regards adjoining amenities in line with Policy SWDP21 of the South Worcestershire Development Plan and the relevant aims and objectives of the National Planning Policy Framework.
The development hereby approved shall only be occupied by the owner or occupier of Harford Hill Barn and their dependants. Dependents are defined as the parents, grandparents, children, or grandchildren of the owner/ occupier. Reason – On the basis on which the application has been submitted and assessed, to ensure the development remains as part of use of the site as one dwellinghouse thus preventing the creation of a separate residential unit in this location in accordance with Policy SWDP2 of the South Worcestershire Development Plan and the relevant aims and objectives of the National Planning Policy Framework.; and to ensure that the development does not result in an unacceptable level of residential use or harm with regards adjoining amenities in line with Policy SWDP21 of the South Worcestershire Development Plan and the relevant aims and objectives of the National Planning Policy Framework.
The development hereby approved shall proceed in strict accordance with the recommendations outlined in Preliminary Roost Assessment (ref: HHB-KW-XX-XX-RP-E-0001_PRA), dated 25th July 2025 by Town and Country Ecology Ltd. Reason: To ensure the development contributes to the conservation and enhancement of biodiversity within the site and the wider area in accordance with policy SWDP22 of the South Worcestershire Development Plan and the relevant aims and objectives of the National Planning Policy Framework.
Notwithstanding the provisions of the Town and Country Planning (General Permitted Development) Order 2015 (as amended) (or any order revoking, re-enacting, substituting, amending, extending, consolidating, replacing or modifying that Order), no extensions or external alterations, new windows or other openings including rooflights, (buildings or enclosures, swimming or other pool required for a purpose incidental to the enjoyment of the dwelling house, other than those expressly authorised by this permission shall be constructed/carried out on the application site following the completion or first use of the development hereby permitted (whichever comes soonest). Reason: To safeguard the character and appearance of the development and its surroundings, in the interestes of adjoining residential amenity and to ensure a high standard of design in accordance with Policy SWD21 of the South Worcestershire Development Plan (2016) and the relevant provisions of the National Planning Policy Framework, in particular Section 12 - Achieving well-designed places.
The applicant must be aware of their obligations as follows: No disturbance of, or change to, the surface of the path or part thereof should be carried out without written consent (this includes laying concrete, tarmac or similar). No diminution in the width of the right of way available for use by the public. Buildings materials must not be stored on the right of way, Vehicle movements and parking to be arranged so as not to unreasonably interfere with the public's use of the right of way. No additional barriers are placed across the right of way. The safety of the public using the right of way is to be ensured at all times. The Definitive Map is a minimum record of public rights of way and does not preclude the possibility that unrecorded public rights may exist, nor that higher rights may exist than those shown.
