Condition Details / Information Notes
The proposed extension would result in a significantly larger building than the existing dwelling in scale and massing and would therefore constitute a disproportionate addition to the original dwelling. As such, the proposals would constitute inappropriate development within the Green Belt. The applicant has failed to demonstrate very special circumstances which would outweigh the harm to Green Belt by reason of inappropriateness and harm to the openness as a consequence of the increased scale, height and massing of the building. As such, the proposal would fail to accord with policy SWDP2E of the South Worcestershire Development Plan and conflict with Chapter 13 of the National Planning Policy Framework 2024, in particular Paragraph 153 and 154.
By virtue of the scale and massing of the proposed extension, the proposal is not considered to be visually subservient to the host dwelling and would detract from the historic and architectural character and appearance of the existing dwelling as a barn conversion. The proposal would not integrate effectively with its surroundings, nor conserve or enhance the non-designated heritage asset which would be contrary to the requirements of Policy SWDP 6, SWDP 21 and SWDP 24 of the South Worcestershire Development Plan 2016; the guidance contained within the South Worcestershire Design Guide SPD and Section 16 the National Planning Policy Framework (2024).

In dealing with the application the Council has implemented the requirement in paragraph 39 of the National Planning Policy Framework to work with the applicant in a positive and proactive way. We have made available detailed advice in the form of our statutory policies in the Development Plan, Supplementary Planning Documents, as well as offering a full pre-application advice service in order to ensure that the applicant has been given every opportunity to submit an application which is likely to be considered favourably. Unfortunately the submitted application is not considered to accord with the advice available nor was pre-application advice sought prior to its submission. As a result the Council has been unable to seek solutions to problems arising from this application as the amendments required to make the application acceptable are substantial and are considered to materially change the development proposals. They would require further consultation to be undertaken prior to determination which could not take place within the statutory determination period specified by the Ministry of Housing, Communities & Local Government. Despite the Council’s efforts, it is considered that the current planning application should be refused for the reasons set out in the decision notice. The applicant is encouraged to seek pre-application advice prior to the submission of any further formal planning application.
