| The proposal represents unsustainable development in the open countryside, outside a development boundary. The development would not minimise demand for travel, nor offer genuinely sustainable travel choices in connection with its use, including for any users and employees of the development, all of whom would be reliant on the use of the private car. Accordingly, the proposal would be contrary to Policies SWDP1, SWDP2 and SWDP4 of the South Worcestershire Development Plan and the provisions of the National Planning Policy Framework as a whole, and with particular regard to Chapter 9, that requires development to minimise the demand for travel and offer genuinely sustainable travel choices. Furthermore, the proposal would undermine wider Government aims and objectives including Net Zero and Carbon emission targets. |
| The proposed development of thirty storage containers would introduce industrial style built form and activities into a rural setting, causing a significant urbanising effect and eroding the established agricultural and open countryside character. The development would result in harmful visual intrusion, appearing uncharacteristic and out of place within the immediate rural area. For these reasons, the proposal is contrary to Policies SWDP2, SWDP8, SWDP21 and SWDP25 of the South Worcestershire Development Plan (2016) and Policy P3 of the Pebworth Neighbourhood Plan (2019) and conflicts with the relevant aims and objectives of the National Planning Policy Framework. |
