| The proposed development would provide some habitable rooms, notably Bedroom 3, without any windows or adequate sources of natural light. This would result in inadequate daylight and a substandard living environment for future occupants. As such, the proposal is contrary to Policy SWDP21 of the South Worcestershire Development Plan, 2016 and the relevant aims and objectives of the National Planning Policy Framework. |
| The proposed development lies predominantly within Flood Zone 2, including the live/work unit and part of the workshop and fails to demonstrate that it would be safe for its lifetime. The submitted Flood Risk Assessment relies on unsupported assumptions regarding the extent of Flood Zone 2 and does not provide safe access or egress. The proposal is therefore contrary to Policies SWDP28 and SWDP29 of the South Worcestershire Development Plan, Section 14 of the National Planning Policy Framework, and associated Planning Practice Guidance. |
