| The proposed development by reason of its location would conflict with the strategic and development hierarchy aims of the South Worcestershire Development Plan, along with the shared objectives with the National Planning Policy Framework to reduce reliance on the private car as a means of transport and utilise alternative means and modes of transport. The proposal represents unsustainable residential development in the open countryside, outside a development boundary. The development would not minimise demand for travel, nor offer genuinely sustainable travel choices and future occupiers of the development would be reliant on the use of the private car to access facilities and services. Accordingly, the proposals are contrary to Policy SWDP2 and SWDP 4 of the South Worcestershire Development Plan and the relevant aims and objectives of the National Planning Policy Framework. Furthermore, the proposal would undermine wider Government aims and objectives including Net Zero and Carbon emission targets. |
| The proposed development would result in an adverse impact on the character of the landscape by reason of the location and land use, which forms part of the transition between the nucleated settlement to the west and the open countryside to the east. The introduction of residential development in this location would result in encroachment of domestic activity into the countryside, resulting in the irreversible loss of agricultural land and the domestication of the open countryside. Subsequently the introduction of built form into this location would result in harmful visual intrusion into the landscape and open countryside. These identified harms would significantly and demonstrably outweigh the identified benefits of the proposal. The proposal is therefore contrary to Policies SWDP21 (Design) and SWDP25 (Landscape Character) of the South Worcestershire Development Plan, 2016 together with the relevant aims and objectives of the National Planning Policy Framework. |
| By virtue of its backland siting, size, scale and footprint, the proposed dwelling would occupy a substantial portion of the plot and appear visually detached and isolated from the surrounding built form. Its relationship to neighbouring buildings would be incongruous and poorly integrated, at odds with the established nucleated settlement pattern of the village, which is characterised by modest dwellings clustered along lanes with a clear relationship to the street. When viewed from neighbouring gardens, the dwelling would be exacerbated by changes in land levels and would appear overbearing, dominating the site and eroding the sense of openness that defines the locality. As such, the proposal would fail to achieve a high standard of design or respond sensitively to local scale, character, and spatial qualities. It would result in significant visual and contextual harm, contrary to Policies SWDP 21 (Design) and SWDP 25 (Landscape Character) of the South Worcestershire Development Plan, and to the National Planning Policy Framework, in particular Paragraph 139. |
| The proposal has failed to demonstrate that it could achieve a safe and suitable vehicular access for all users and is contrary to Policy SWDP4 of the South Worcestershire Development Plan,2016 and paragraphs 115 and 116 of the National Planning Policy Framework. |
| In the absence of a legal agreement to secure an affordable housing contribution, the proposal would be contrary to Policy SWDP 15 of the South Worcestershire Development Plan and the relevant aims and objectives of the National Planning Policy Framework. |
