Condition Details / Information Notes
The proposed development by reason of its location would conflict with the aims of the South Worcestershire Development Plan and the National Planning Policy Framework to reduce reliance on the private car as a means of transport. The proposal would fail to minimise the demand for travel for the day to day needs for future occupiers. There is some footway infrastructure along The Ridgeway, but none along Wood Lane and the area is without street lighting and would not provide a safe walking distance to access the nearest limited facilities or bus stops. Further, the development would be inappropriate in the Green Belt, not benefit from exemptions listed in in paragraph 154 e) of the National Planning Policy Framework and result in substantial harm to its openness. Therefore, the proposal would be contrary to Policies SWDP1, SWDP2 and SWDP4 of the South Worcestershire Development Plan and the provisions of the National Planning Policy Framework as a whole, and with particular regard to Chapter 9, that requires development to minimise the demand for travel and offer genuinely sustainable travel choices. Furthermore, the proposal would undermine wider Government aims and objectives including Net Zero and Carbon emission targets.
The development would join up two relatively small parts of the development boundary of Cookhill and visually detract from the rural appearance of the surrounding landscape, creating built up encroachment into the open countryside resulting in a more domesticated and suburban effect. Further being up to 9 dwellings, the proposal would result in significant development, would create clustering and harm the landscape character of the area in direct conflict with the aims of Policy SWDP2 A (iii) in safeguarding and (wherever possible) enhancing the open countryside and as such the proposal would not integrate effectively within its surroundings contrary to Policies SWDP21 and SWDP25 of the development plan and Section 12 of the National Planning Policy Framework which states that the planning system should improve the character and quality of an area.

Positive and Proactive Statement. In dealing with this application, the Council has worked with the applicant in the following ways:-considering the imposition of conditions and or the completion of a s.106 legal agreement. In such ways the Council has demonstrated a positive and proactive manner in seeking solutions to problems arising in relation to the planning application. This is in accordance with paragraph 39 of the NPPF.  Despite these efforts, the Council still consider that planning permission should be refused for the reasons set out above.
