| The proposed works would result in the loss and alteration of historic fabric of the listed building and are either wholly or largely intended to facilitate an extension to the host building for which planning permission has been refused. In the absence of that development, the works are not justified in their own right and would cause harm to the special architectural and historic interest of the listed building. As the public benefits relied upon to justify much of the proposed works arise from a development that has not been approved, they no longer apply. The resultant harm is therefore not clearly and convincingly justified and is not outweighed by public benefits, contrary to the statutory duty under Section 16(2) of the Planning (Listed Buildings and Conservation Areas) Act 1990, Policy SWDP24 of the South Worcestershire Development Plan and relevant national planning policy. |
