Condition Details / Information Notes
The application site lies outside any defined settlement boundary as set out in the South Worcestershire Development Plan and therefore conflicts with the spatial strategy set out in Policy SWDP 2, which directs development to sustainable locations within defined settlement boundaries and seeks to strictly control development in the open countryside. The site is situated in an area with limited access to public transport, services, and local facilities. Consequently, future residents would be largely dependent on private vehicles to meet their daily needs. The development would not support the promotion of sustainable travel options or the reduction of car dependency. Therefore, the proposal conflicts with Policy SWDP 4 of the South Worcestershire Development Plan and the sustainable development objectives outlined in the National Planning Policy Framework. Therefore, the proposal would not be sustainable in terms of location and is contrary to Policies SWDP1, SWDP2 and SWDP4 of the South Worcestershire Development Plan and the provisions of the National Planning Policy Framework as a whole, and with particular regard to Chapter 9, that require development to minimise the demand for travel and offer genuinely sustainable travel choices. Furthermore, the proposal would undermine wider Government aims and objectives including Net Zero and Carbon emission targets.
The proposed development would also cause harm to the open and rural character of the surrounding area. The construction of new dwellings in this countryside location would represent an unwarranted intrusion into the rural landscape, resulting in a loss of openness and eroding the character of the area. The propsal would as such be contrary to South Worcestershire Development Plan policies SWDP 21 and SWDP 25, and the relevant aims and objectives of the National Planning Policy Framework.
The proposed development would result in less than substantial harm to the significance and setting of several designated heritage assets. These include the Abbots Morton Conservation Area against which the harm identified is at the higher end of 'less than substantial harm', and nearby Grade II listed buildings (The Gable House, Manor Farmhouse, Edwalyn Close, Cymbeline, and the Living Room attached to the south-west corner of The Gable House). The public benefits arising from the proposal are not considered to outweigh the identified heritage harm. As such, the proposal conflicts with Policies SWDP 6 and SWDP 24 of the South Worcestershire Development Plan and the provisions of the National Planning Policy Framework, with particular regard to Chapter 16 - Conserving and enhancing the historic environment.
