The development, by reason of the utilitarian form, use of materials, inconsistent appearance and ad-hoc arrangement of the shipping containers, canopy structure and polytunnel, results in a visually discordant, poor-quality and incoherent grouping of structures. The proposal fails to integrate with its surroundings, does not respect local distinctiveness, and does not represent high-quality design appropriate to its rural context. The development is therefore contrary to Policy SWDP 21 of the South Worcestershire Development Plan and Paragraphs 88(a) and 139 of the National Planning Policy Framework, which require new development to be visually cohesive, well-designed and sympathetic to the character of the area.
The site lies within open countryside and within the Principal Village Farmlands Landscape Character Type, where openness, agricultural simplicity and a low dispersal of built form are key characteristics. The siting, form and appearance of the containers, canopy and polytunnel introduce an incongruous and visually intrusive cluster of structures that fail to respect or integrate with the prevailing landscape character. The development does not conserve or enhance the primary characteristics of the landscape, nor does it reflect the scale, pattern or appearance of traditional agricultural development in this context. The proposal is therefore contrary to Policy SWDP25 and Policy SWDP2, as well as Paragraph 135(c) of the National Planning Policy Framework, all of which seek to safeguard and enhance the character and appearance of the open countryside and ensure development is sympathetic to local character and history, including the surrounding built environment and the landscape setting.
Insufficient information has been provided to demonstrate that the development incorporates adequate surface water or foul water drainage arrangements. No details have been submitted regarding the management of surface water runoff from two containers, canopy structure or polytunnel, nor of foul drainage provision for the toilet and washing facilities. In the absence of this information, the Local Planning Authority cannot be satisfied that the development would not increase flood risk, harm the water environment, or result in pollution. The proposal is therefore contrary to Policies SWDP28, SWDP29 and SWDP31 of the South Worcestershire Development Plan, as well as Paragraph 181(c) and 187(e) of the National Planning Policy Framework, which together require development to be appropriately drained and to avoid unacceptable risks to human health, biodiversity and the water environment.
