| The development hereby permitted shall be begun before the expiration of three years from the date of this permission.

Reason: To define the permission in accordance with Policy SWDP1 and SWDP2 of the South Worcestershire Development Plan and the National Planning Policy Framework. |
| Prior to the first use of the development hereby permitted, the details set out in the submitted Water Management Statement shall be fully implemented and remain thereafter.
Reason: To ensure that an appropriate sustainable drainage system is provided to serve the development in accordance with policy SWDP29 of the South Worcestershire Development Plan 2016. |
| The development hereby permitted shall be carried out in accordance with the material details submitted within the application form, including external facing brickwork, flat felt roofing and powder-coated aluminium windows and doors.
Reason: To protect, conserve and enhance the significance of heritage assets and to ensure that the new materials are in keeping with the surroundings and/or represent quality design in accordance with policies SWDP 6, SWDP21 and SWDP24 of the South Worcestershire Development Plan and the relevant aims and objectives of the National Planning Policy Framework. |
| The development hereby permitted shall be carried out in strict accordance with the recommendations set out in the Arboricultural Survey and Impact Assessment (AIA) carried out by Focus Environmental Consultants, dated July 2025 and the Tree Protection Plan and Arboricultural Method Statement on Drawing No. 3369-P-12 provided by Focus Environmental Consultants, dated July 2025, both of which were submitted with this application.
Reason: To ensure the development contributes to the conservation and enhancement of biodiversity within the site and the wider area in accordance with policy SWDP22 of the South Worcestershire Development Plan and the relevant aims and objectives of the National Planning Policy Framework. |
| The development hereby permitted shall be carried out in strict accordance with the recommendations set out in the Preliminary Ecological Appraisal with Preliminary Roost Assessment, carried out by Focus Environmental Consultants dated July 2025 and submitted with this application. In particular:
- vegetation clearance shall be undertaken sensitively and outside of the bird nesting season unless supervised by a suitably qualified ecologist;
- vegetation within the development footprint shall be managed appropriately to discourage reptiles; and
- a precautionary lighting approach shall be adopted to minimise impacts on wildlife.
Reason: To ensure the development contributes to the conservation and enhancement of biodiversity within the site and the wider area in accordance with policy SWDP22 of the South Worcestershire Development Plan and the relevant aims and objectives of the National Planning Policy Framework. |
| Prior to the first use of the development hereby approved, the renewable energy measures set out within the Energy Assessment Report carried out by CR Engineering Associates dated July 2025 shall be installed and made operational on site. The approved measures shall be retained thereafter.
Reason - To ensure the development supports the delivery of low carbon/renewable energy and safeguards natural resources in accordance with policy SWDP27 of the South Worcestershire Development Plan and the relevant aims and objectives of the National Planning Policy Framework. |
| The Development hereby approved shall not commence until a detailed Construction Method Statement has been submitted to and approved in writing by the Local Planning Authority in consultation with the Highway Authority. This shall include but not be limited to the following:
• Measures to ensure that vehicles leaving the site do not deposit mud or other detritus on the public highway;
• Details of site operative parking areas, material storage areas and the location of site operatives’ facilities (offices, toilets etc);
• Sequence of works and methodology to demonstrate how the impact of demolition and construction works will be minimised for site users;
• The hours that delivery vehicles will be permitted to arrive and depart, and arrangements for unloading and manoeuvring;
• Details of any temporary construction accesses and their reinstatement; and
• A highway condition survey, timescale for re-inspections, and details of any reinstatement.
The measures set out in the approved Plan shall be carried out and complied with in full during the construction of the development hereby approved. Site operatives' parking, material storage and the positioning of operatives' facilities shall only take place on the site in locations approved by in writing by the local planning authority.
REASON: To ensure the provision of adequate on-site facilities and in the interests of highway safety in accordance with SWDP4 and the relevant aims and objectives of the National Planning Policy Framework.

| The development hereby permitted shall not be brought into use until a full Travel Plan has been submitted to and approved in writing by the Local Planning Authority. The Travel Plan shall include but not be limited to:
• The identification of targets for vehicle trip reduction and modal shift from single occupancy car use to walking, cycling and public transport;
• The measures to be implemented to meet these targets including an accessibility strategy to specifically address the needs of students and
employees with limited mobility requirements;
• Pupil survey completed within the current academic year, [with a minimum 80% response rate for primary and early years schools and a minimum 70%
response rate for secondary schools];
• Staff survey completed within the current academic year, with a minimum 50% response rate;
• The remedial measures to be applied in the event that targets are not met; and
• Appointment and contact details of a travel plan coordinator.
Thereafter the Travel Plan shall be implemented, monitored and reviewed in line with the approved details for a minimum period of five years following occupation.
REASON: To reduce single occupancy car travel and provide a genuine alternative for students and employees to travel by active and sustainable modes of transport in accordance with SWDP4 and the relevant aims and objectives of the National Planning Policy Framework.

| Work should avoid disturbance to nesting birds. Nesting birds are protected under the 1981 Wildlife and Countryside Act and the Countryside and Rights of Way Act 2000. The main nesting season lasts approximately from March to September, so work should take place outside these dates if at all possible.
However, birds can nest at any time and the site including any buildings should ideally be checked for their presence immediately before work starts. |
| Worcestershire County Council currently uses Modeshift STARS for the submission, monitoring and review of Educational site Travel Plans. It is expected that prior to occupation, the Travel Plan will achieve Approved level accreditation and Good level accreditation within 12 months. Following this, the Good level will be maintained for a minimum period of five years in line with the condition. It is recommended that the
developer makes early contact with Worcestershire County Council’s Travel Planning Officer to register onto the Modeshift STARS site and discuss the accreditation requirements. |
| It is expected that contractors are registered with the Considerate Constructors scheme and comply with the code of conduct in full, but particular reference is made to "respecting the community" this says:
Constructors should give utmost consideration to their impact on neighbours and the public
• Informing, respecting and showing courtesy to those affected by the work;
• Minimising the impact of deliveries, parking and work on the public highway;
• Contributing to and supporting the local community and economy; and
• Working to create a positive and enduring impression and promoting the Code.
The CTMP should clearly identify how the principal contractor will engage with the local community; this should be tailored to local circumstances. Contractors should also confirm how they will manage any local concerns and complaints and provide an agreed Service Level Agreement for responding to said issues. Contractors should ensure that courtesy boards are provided, and information shared
with the local community relating to the timing of operations and contact details for a site coordinator in the event of any difficulties.
This does not offer any relief to obligations under existing Legislation.

| Positive and Proactive Statement. No problems have arisen in dealing with this application. The planning application sought an acceptable form of development consistent with the requirements of relevant policies and material considerations. No amendments or alterations were therefore required and no further positive or proactive action was deemed necessary. |
