| The application site lies outside of a defined settlement boundary within open countryside. The proposed development would prejudice the Council’s stated aim of focusing most development on the urban areas, where both housing needs and accessibility to lower-cost public services are greatest. Furthermore, due to the location of the application site and the nature of the surrounding highway network, which lacks footways and streetlighting, the proposed development would be highly dependent of the use of the private motor vehicle to access everyday services and facilities. This would lead to unsustainable patterns of travel thus negatively affecting air quality, increasing congestion, and increasing carbon emissions, which contributes to climate change. The condition of the walking and cycling routes would also mean that the proposal would also fail to address the needs of people with disabilities and reduced mobility in relation to all modes of transport and create places that are safe, secure, and attractive, which minimise the scope for conflict between pedestrians, cyclists, and vehicles. The proposal development therefore conflicts with Policies SWDP2 and SWDP4 of the South Worcestershire Development Plan and paragraphs 115 and 117 of the National Planning Policy Framework (December 2024). Furthermore, the proposal would undermine wider Government aims and objectives including Net Zero and Carbon emission targets |
| The proposed development would result in the loss of an active employment site (Use Class E(g) – formally Use Class B1(c)) and no evidence has been provided to demonstrate that the site has been actively marketed for employment, tourism, leisure or recreation purposes for a period of at least 12 months and that it is no longer viable for an employment-generating use. The proposed development is therefore contrary to Policy SWDP12 of the South Worcestershire Development Plan and Policy P9 of the Pebworth Parish Neighbourhood Plan. |
