Condition Details / Information Notes
The proposed development by reason of its location is in an unsustainable countryside location and would conflict with the aims of the South Worcestershire Development Plan, South Worcestershire Developmnet Plan Review and the National Planning Policy Framework to reduce reliance on the private car as a means of transport. The proposal would fail to minimise the demand for travel. Therefore, the proposal would not be sustainable in terms of location and is contrary to Policies SWDP1, SWDP2 and SWDP4 of the South Worcestershire Development Plan. The proposal would not be sustainable in terms of location and is contrary to Policy SWDPR 03 The Spatial Development Strategy and Settlement Hierarchy of the emerging South Worcestershire Development Plan Review. The proposal would not be sustainable in terms of location and is contrary to the provisions of the National Planning Policy Framework as a whole, and with particular regard to Chapter 9, that require development to minimise the demand for travel and offer genuinely sustainable travel choices. Furthermore, the proposal would undermine wider Government aims and objectives including Net Zero and Carbon emission targets.
The resultant level of ‘less than substantial harm’ identified to the direct setting of both the adjoining Conservation Area and setting of the Listed Building would outweigh any wider benefits of the proposal, and as such it does not accord with the conservation and heritage aims of policies SWDP6, SWDP21 and SWDP24 of the adopted South Worcestershire Development Plan 2016 . It is also contrary to the emerging policy SWDPR 09 Historic Environment, and the relevant aims and objectives of the National Planning Policy Framework (NPPF), with particular regard to sections 12 and 16 of the NPPF.
