| Prior to the first use/occupation of the development hereby permitted, the details set out in the submitted Water Management Statement shall be fully implemented and remain thereafter.
Reason: To ensure that an appropriate sustainable drainage system is provided to serve the development in accordance with policy SWDP29 of the South Worcestershire Development Plan 2016 and policy SWDPR39 of the emerging South Worcestershire Development Plan Review. |
| Prior to the first use / occupation of the development hereby approved, either a bat box (e.g. Ibstock enclosed bat box, Habibat bat box, Schwegler Wall-mounted Bat Shelter 2FE, Schwegler 2F Bat Box) and/or a bird box ( e.g. sparrow terrace, Schwegler 1b, vivaro pro Seville, vivaro pro Barcelona) shall be installed within the land ownership of the site. There should be clear flight path to the box without any clutter directly in front of the entrance. Bat boxes should be installed at least 4m above ground-level, facing south (or southwest/southeast), and not placed above windows. Nest boxes for tits, sparrows or starlings should be fixed two to four metres up a tree or a wall. Open-fronted boxes for robins and wrens need to be low down, below 2m, well hidden in vegetation. Bird boxes should face between north and east to avoid strong sunlight.
Reason: To ensure the development contributes to the conservation and enhancement of biodiversity within the site and the wider area in accordance with policy SWDP22 of the South Worcestershire Development Plan and policies SWDPR29 and SWDPR30 of the emerging South Worcestershire Development Plan Review.

| The development hereby permitted shall be carried out in strict accordance with the recommendations set out in the Preliminary Ecological Appraisal report carried out by Sharpe Ecology dated January 2026 and submitted with this application. In particular:
Reasonable avoidance methods include:
• All contractors on site (including sub-contractors) will be made aware of the risk of encountering individual great crested newt, where to expect them, their protected status and the procedure (see below) to follow in the event that these species are encountered during works. Advice will be given through a toolbox talk and a copy of the method statement will be kept on site and available for inspection at all times.
• Regular mowing of the grass will be continued in order to keep the sward short and to avoid it becoming suitable for newts.
• A detailed fingertip search by a licensed ecologist of all areas / suitable features to be impacted by site clearance works. The searched area will then be excavated using a finely toothed digger attachment, under the direct supervision of a licensed ecologist, to rake through the upper soil profile.
• Arisings will be taken off site or located outside of the construction zone to prevent great crested newts from using vegetation/soil piles for refuge.
• Any construction-related materials e.g. bricks, stones etc. will be stored on pallets to discourage great crested newts using them for refuge or shelter.
• Any trenches left overnight will be covered or provided with ramps to prevent great crested newts from becoming trapped.
• In the highly unlikely event that a great crested newt is encountered, all work will cease, and the newt will be left in situ until an appropriate course of action has been agreed in writing with the ecologist
The following measures are recommended to be put in place during any site clearance works and construction works:
• Measures to reduce or avoid any risk of harm or injury to hedgehog and other mammals during construction works include the covering of or use of mammal ramps within any excavation, trenches or pits.
• If any hedgehog is encountered in the active season (March – October), it should be moved to a place of safety outside the construction zone. If a hibernating hedgehog is encountered it should be left in situ if possible, or if at risk of harm, should be taken to an animal welfare sanctuary and re-released on the site (outside construction zone) once hibernation has ended.

| Positive and Proactive Statement. No problems have arisen in dealing with this application. The planning application sought an acceptable form of development consistent with the requirements of relevant policies and material considerations. No amendments or alterations were therefore required and no further positive or proactive action was deemed necessary. |
| Before the development hereby permitted is first occupied/used, details of any external lighting to be provided in association with the development shall be submitted to and approved in writing by the Local Planning Authority. Only external lighting in accordance with approved details shall be provided on the application site. Notwithstanding the provisions of the Town and Country Planning (General Permitted Development) Order 2015 (or any Order revoking or re-enacting that Order with or without modification) there shall be no other external lighting provided for the paddel court hereby approved.
