Condition Details / Information Notes
The application has been supported by a Heritage Assessment. Contrary to paragraph 207 of the National Planning Policy Framework, this does not appear to have been informed by the relevant historic environment record. Insufficient information has been submitted to sufficient to understand the potential impact of the proposal on the significance of: the listed building subject of this application (including absence of assessment regarding the structure/timber framing). Contrary to paragraphs 44 and 207 of the National Planning Policy Framework, insufficient information has therefore been submitted to allow for a detailed assessment against Policies SWDP6 and SWDP24 of the South Worcestershire Development Plan and the relevant aims and objectives of the National Planning Policy Framework
Notwithstanding refusal reason one, the conversion works to the grade II listed barn would introduce an excessive amount of glazing where the proportions of which overly domesticate the agricultural character of the building. Additionally, the works would result in excessive subdivision of the building, likely having a significant impact upon the historic fabric contained within the bulling. These works are to the detriment of the significance of the listed building and such harm is assessed to be ‘less than substantial’. There are no public benefits which are assessed to outweigh the identified harm, contrary to Policies SWDP6, SWDP21 and SWDP24 of the South Worcestershire Development Plan in addition the relevant aims and objectives of the National Planning Policy Framework.
In dealing with this application, the Council has worked with the applicant by: providing guidance to inform a future submission, considering the imposition of conditions and acceptance of one set of amended plans. In such ways the Council has demonstrated a positive and proactive manner in seeking solutions to problems arising in relation to the planning application. This is in accordance with paragraph 39 of the NPPF.  Despite these efforts, the Council still consider that planning permission should be refused for the reasons set out above.
