Condition Details / Information Notes
By virtue of its siting, layout, scale and relationship to surrounding buildings, the proposed development would result in an incongruous and poorly integrated form of development that is at odds with the prevailing pattern of built form along Station Road. The introduction of two detached dwellings of noticebly lower ridge height, coupled with their uncharacteristic orientation, would fail to respect or reinforce the prevailing linear settlement pattern and the distinctive character of surrounding development. As a result, the proposal would appear contrived, incongruous and out of keeping with its context, causing significant harm to the character and appearance of the locality. The development would therefore fail to achieve high-quality design or to integrate effectively with its surroundings, contrary to Policies SWDP21 and SWDP25 of the South Worcestershire Development Plan (2016).
By virtue of its siting and layout, the proposed development would fail to achieve acceptable separation distances from neighbouring properties, being approximately 2.75 metres from 2 Hawthorn Villas and 8.3 metres from 1 Linwood Cottage. Even allowing for appearance and detailed design to be considered at the reserved matters stage, the proximity of the proposed dwellings to neighbouring dwellings would create an unacceptable spatial relationship, resulting in a poor standard of residential amenity. The proposal would therefore have the potential to cause overlooking, loss of privacy, loss of light, or overbearing impacts and would not meet the Council's design guidance. Accordingly, the development would be contrary to Policy SWDP21 of the South Worcestershire Development Plan (2016) and the South Worcestershire Design Guide Supplementary Planning Document (2018) and the relevant aims and objectives of the National Planning Policy Framework.
The proposal has failed to demonstrate that it could achieve a safe and suitable vehicular access for all users and provide sufficient parking and turning facilities and is contrary to Policy SWDP4 of the South Worcestershire Development Plan,2016 and paragraphs 115 and 116 of the National Planning Policy Framework.
Biodiversity Net Gain is currently not being achieved on-site and provides no information on location and type of off-site biodiversity units or required legal agreement. As such, the application is contrary to SWDP 22 of the adopted South Worcestershire Development Plan 2016, the relevant aims and objectives of the National Planning Policy Framework (NPPF) and Schedule 7A of the Town and Country Planning Act 1990 (as inserted by Schedule 14 of the Environment Act 2021).
