The application site lies outside of any defined development boundary within the open countryside, where development is strictly controlled under Policy SWDPR03 of the South Worcestershire Development Plan Review. The Council can currently demonstrate a 5 year supply of deliverable housing site with 5% buffer. Consequently, the Council’s policies for the supply of housing are considered to be up-to-date and the ‘tilted balance’ is not engaged as per paragraph 11(d) of the Framework.
The proposal does not fall within any of the exceptions set out under Policy SWDPR 03 and the principle of a new market dwelling in this location is therefore not supported by the Development Plan. Overall it would not accord with the planned sustainable Spatial Development Strategy set out in Development Plan policy SWDPR03 and the sustainability objectives of SWDPR01.
Accordingly, the location and scale of development fails to accord with the provisions of Policy SWDPR 03 part D of the South Worcestershire Development Plan Review 2026 and conflicts with the development strategy underpinning the adopted Local Plan, which seeks to focus most development on the urban areas where both housing needs and accessibility to lower-cost public services are greatest.
In addition, future occupiers would be reliant to a significant extent on private vehicles to access wider services, facilities and education and employment opportunities contrary to Policies SWDPR 01 and SWDPR 06.
Therefore, the proposal would fail to represent development of an appropriate scale and type having regard to its location, Settlement Hierarchy classification and infrastructure capacity, contrary to Policy SWDPR 03 Parts D and E of the South Worcestershire Development Plan Review (March 2026) and the relevant aims and objectives of the National Planning Policy Framework. It is concluded that the location of the site is not suitable for residential development and that the proposal, considered holistically, fails to represent sustainable development.
This proposed dwelling is sited with inappropriate vehicular access due to the flooding constraints in Flood Zones 2 and 3, and brook culvert crossing being unsuitable to support heavy goods vehicle access, and the proposed 90 metre length of private drive that would limit delivery vehicles, plant / construction vehicles, fire trucks, refuse vehicles and other emergency vehicles from suitable access. In addition no Flood Risk assessment has been submitted to allow consideration of safe access in the event of a flood.
The limited ability to connect the site via suitable vehicular access constrains the suitability of the site for building a new dwelling here, contrary to SWDPR 06 and SWDPR 28 of the South Worcestershire Development Plan Review 2026
By virtue of the proposed design and layout of the proposed dwelling and its back land location the development would fail to address the street, and fail to integrate effectively into the local area, representing an anomalous addition, which would be at odds with the prevailing development pattern and character of the locality. In view of this the development would be contrary to policy SWDPR28 of the South Worcestershire Development Plan Review, guidance within the South Worcestershire Design SPD and paragraph 135 of the NPPF. For these reasons, in the current form this siting and layout and relationship to surroundings and to other development would not meet the criteria of Policy SWDPR 28 Design in the South Worcestershire Development Plan Review 2026.
The proposal fails to demonstrate that the new dwelling would generate sufficient minimum 20% of predicted energy levels in accordance with South Worcestershire Development Plan Review 2026 and SWDPR Policy SWDPR 01 which requires proposals to generate at least 20% of predicted energy requirements through renewable or low carbon energy measures.
