The currently open nature of the existing agricultural field is elevated, highly visible and therefore forms an important part of the local landscape at one of the main entrances to the village. The proposal would encroach into the open countryside, diminish the current openness of the site and result in dispersal, contrary to the character of the landscape type.
The introduction of residential development would harm the setting of the Harvington Conservation Area, a designated heritage asset due to the erosion of its agricultural setting and the resulting further urbanisation of the land surrounding Harvington in this particularly prominent location.
Accordingly, It is concluded that the land use of the site is not suitable for residential development contrary to Polices SWDP 2, SWDP 6, SWDP 21, SWDP 24 and SWDP 25 of the South Worcestershire Development Plan, the relevant aims and objectives of the National Planning Policy Framework having particular regard to Chapter 16 – Conserving and enhancing the historic environment, and with regards to the requirements of Sections 66(1) and 72(1) of the Planning (Listed Buildings and Conservation Areas) Act 1990.
